Automation premises

Before reorganization of power plant were independent legal entities. For conducting accounting and tax accounting, payroll and conducting personnel records at the enterprises more than 10 software products of different producers were used, different techniques of accounting were applied.

After reorganization of legal entities in branches OGK-6 company had a need for a single end-to-end information system for conducting accounting and tax accounting, payroll and conducting personnel records in all divisions by uniform techniques and also for the solution of other tasks.

The problem of automation of accounting and tax accounting at that time was priority. Based on the carried-out competitive procedure the contractor of project works selected 1C: Automation company (1C: Franchisee, Competence Center on production, Moscow). The decision on creation of an automated system on the basis of the standard software product "1C: Manufacturing Enterprise Management 8" was made.

Project works were performed jointly by teams of specialists of companies "1C: Automation" and OGK-6 and were successfully complete by July, 2007. In the fall of 2007 the number of active users of a distributed automation system was about 400 people.

In 2008 the project on automation of personnel records and payroll started.

Automation project tasks

Within the project of automation of personnel records and payroll by the management of OGK-6 the following tasks were set.

First of all it was necessary to conduct detailed examination in branches and to record discrepancies in techniques of conducting personnel records, payroll and in schemes of motivation of personnel.

Further, after the analysis and generalization of the received results, it was necessary to implement differences in schemes of motivation in the uniform solution for all branches on the basis of a subsystem "The salary and personnel management" of the 1C: Manufacturing Enterprise Management 8 program. Besides, in this subsystem it was necessary to consider corporate requirements for formation of the personnel reporting and also to provide a possibility of operating control and data analysis on payroll and personnel records in the central information base of executive office of the company.

For determination of the contractor on the project OGK-6 company held an open competition which winner was a 1C: Automation company. The defining factors when choosing the contractor was successful implementation in OGK-6 of a subsystem of accounting and tax accounting executed earlier and also long-term experience of the company in the market of IT services.

Works on automation of personnel records and payroll in OGK-6 continued 9 months and 4 months of design and system implementation and also 5 months of trial operation included. As a result of project works the automated system for payroll and personnel management which conforms to tasks and standards of the company and at the same time considers features of motivational schemes of all branches was created.

Features of automation

The scale of charges at the enterprises of power industry forms taking into account a certain set of parameters and considers a set of nuances. For example, some range of steps of compensation and the tariff coefficients corresponding to them is compared to each position in a scale of charges. The step of compensation of the employee is defined by such indicators as "qualification of the employee", "complexity of the performed work", "quantity and quality of the spent work", etc.

In an information system the scale of charges representing set of steps of compensation and the tariff coefficients corresponding to them is implemented. Indexation of charges of workers which salary is defined by a scale of charges is provided. The possibility of automatic filling of wage rates according to the entered coefficient of indexation excludes need for input of values of rates on wage grades manually, and thus the risk of possible errors is minimized.

According to the awarding technique admitted to the companies in a system the mechanism of automatic charge of awards depending on the employee category appropriated to it after certification and also depending on an individual production deposit is implemented.

Now the information system is used for payroll of branches and executive office.

The department of selection and personnel development actively applies a system to assessment of candidates for work according to the requirements set for a position for registration of results of employee assessments and also for reflection of information on passing of professional development course.

The department of the organization and compensation uses a system for the analysis of the actual indicators of employees on the accepted motivational schemes. If necessary on the basis of data of the analysis the relevant management decisions on change of methods of motivation of employees are made.

The executive office of the company using an information system quickly obtains the summarized information on branches on personnel data and the executed payrolls. A system also allows to receive the monthly and quarterly reporting under the forms set in the company in the automatic mode. Earlier given reporting had to be prepared using different programs manually.

Summing up the result, it would be desirable to notice that in addition to such positive results of automation as increase in efficiency of payroll, transparency and availability of personnel information, important result is also considerable streamlining of work of the services connected with personnel management. In an information system methodical requirements of the company are considered. Therefore specialists should observe a certain execution order of working activities, and users consistently to perform necessary actions according to the regulations admitted to the companies.
