The uniform portal of state services, SIEI and Unified identification and authentication system refuse Oracle because of risks and high cost

In 2016-2017 Rostelecom will pay the child integrator "RT Labs" 111 million rubles for transfer of the key systems of infrastructure of the electronic government to the system software open source^[1].

In particular, until the end of 2017 with DBMS Oracle on PostgreSQL EPGU the system of interdepartmental electronic SIEI interaction (2.0), the system of identification and authentication (UNIFIED IDENTIFICATION AND AUTHENTICATION SYSTEM), the system of issue of activation codes for a potral of state services (Automated workplace TsPOK), the system of the centers of telephone service (ES of technical service center) and an analysis system of information on state biddings of the torgi.gov.ru (PGP) portal will be subject to transfer the uniform portal of state services ().

The part of works on the contract for 30.4 million rubles for RT Labs will be performed by AT Consulting^[2].

Project Objectives

Among the migration purposes in the project documentation decrease in dependence on license policies of foreign vendors and decrease in sanctions risks, reduction of total cost of ownership of softwares and also localization of production of a full stroke of key program components of infrastructure of the electronic government and, as a result, development of intellectual base of Russia and domestic market of IT are specified.

It is provided to software which is going to be replaced with software with the open code within the project, mainly, by products of Oracle

Scope of work and main difficulties

Import proprietary software which is going to refuse is submitted, mainly, products of Oracle and DBMS, the system and special software includes.

As alternative DBMS "RT Labs" offers PostgreSQL. It should replace and in parallel the used product Microsoft SQL Server. Regarding the system software products are subject to replacement:Oracle Weblogic AS and Oracle Weblogic JMS, Oracle LDAP ODSEE, Oracle Enterprise Service Bus, Microsoft IIS 7.0 and SharePoint Foundation application server. The open alternatives to these products offered RT Labs - WildFly or an analog, ActiveMQ or an analog, OpenLDAP, Mule Enterprise Service Bus, Apache Tomcat. Regarding special software the analytical Oracle Business Intelligence Suit system will disappear. Instead of it RT Labs suggest to use Pentaho BI Suite.

The final structure of the system and special Open source software which will be used instead of import products should be defined at a stage of technical project development.

At import substitution accomplishment the selected Open source software should be finished so that the initial functionality of subsystems of infrastructure of the electronic government, said in the technical project remained. One of essential conditions of migration is also performance improvement of information systems not less than for 30%.

In RT Labs told TAdviser that the main question requiring the solution at migration is preserving of performance of the systems of infrastructure of the electronic government at the previous level and development of monitors.

Considering all importance of a task, RT Labs developed the plan of migration providing step-by-step stress testing and the solution of such tasks as, for example, lack of a clustering in the open source software, - told TAdviser in the company.

Replacement of Oracle DBMS by the open source software will allow to save annually on rendering services of operation of infrastructure of the electronic government about 30 million rubles due to failure from payment of services of technical support of vendor, counted in RT Labs.

Also transition to the free software will give the chance to optimize a storage system and to refuse use of fast disks that will lead to additional economy not less than 20 million rubles year on year, brought data into the companies.
