Softline will provide the Government of Kamchatka with licenses of Microsoft

On August 16, 2016 the Agency on informatization and communication of Kamchatka Krai summed up the auction results on delivery of licenses and technical support services of software solutions of Microsoft.

Kamchatka does not hurry with import substitution of software due to the lack of a normativka and methodology

The victory in an auction was won by Softline Trade company, having suggested to satisfy the customer's conditions for 23.877 million rubles. Thus the starting price of the contract was reduced for 120 thousand rubles.

Let's remind that having announced the tender for prolongation of licenses of Microsoft in July, 2016, the Kamchatka officials in detail explained why they cannot use the Russian software.

Since 2010 between Microsoft and the government of Kamchatka the uniform corporate agreement of Enterprise Agreement works. According to it on jobs of edge authorities the Windows 7 and 8 operating systems are installed, the interconnected complex of systems integrated in from Microsoft, said in the document approved by the acting head of the Agency on informatization and communication of Kamchatka Krai Maxim Hamlov is used Office Professional Plus 2013 and 2016.

Information systems of the Kamchatka government are constructed based on products Active Directory Microsoft Windows Server 2012 R2 Microsoft SQL Server 2012R2, SharePoint and System Center 2012R2.

Regional officials use the system of the joint communications Microsoft Lync Server 2013 and Microsoft Exchange Server 2013 and also a project management system Microsoft Project 2013.

Total number of the automated jobs and servers contains more than 900 units. The tender is announced on prolongation of the existing licenses for 3 years. The starting price – 24 million rubles^[1].

According to edge IT department, according to price offers the cost of three-year support for 2016 - 2018 of an identical set of the software of Microsoft at retail prices without application of discounts and special offers is 60.7 million rubles.

The agency on informatization and communication of Kamchatka Krai also analyzed software, included in the register of the Russian programs and compared it to planned to purchase.

Office applications from the register, according to the Kamchatka informatizator, do not support a system of the joint communications of Microsoft implemented and used at the customer.

Server operating systems of the Russian production are not supported by roles of the domain controller Active Directory, service of the facilitated access to the Active Directory directories and managements of the Active Directory rights and also a role of remote desktops.

The Kamchatka officials did not find a mail server system and the office application for message exchange in the register at all.

Thus, presented in the register Russian to software of the corresponding classes cannot provide required technical, functional and operation capabilities regarding integration with the operating interconnected infrastructure, consider in informatization agency.

Its implementation and operation will involve additional finance costs and costs of time due to the need of radical change of information and telecommunication infrastructure and upgrade of the used application software and information systems that will cause change of technology process of the organization of work of executive bodies of the government of Kamchatka Krai, said in the conclusion

In reply to the request of TAdviser in edge informatization and communication Agency also explained that executive authorities of territorial subjects of the Russian Federation should perform transition to domestic office applications until the end of 2020. At the same time, the regulatory legal acts and methodical recommendations creating a basis of transition should be accepted only in August, 2017.

"Now specialists of the Agency carry out the analysis and testing of the domestic software and open source for compliance of functionality of the studied software products to needs of public servants executive bodies of the government of Kamchatka Krai. Experience of regions of the Russian Federation and the separate organizations which performed transition to domestic software products is attentively studied. Schemes of reconfiguration of IT infrastructure for the high-quality and sparing phased transition on IT products of domestic manufacturer are studied. Also options of use of domestic office, mail and communication software products are considered. The analysis of functionality of the software products presented in the Unified register of the Russian programs for electronic computers and databases regarding integration with the available departmental information systems and existence of the options used by public servants in daily work is carried out", - added in Agency on informatization and communication of Kamchatka Krai.
