RGIS of Tula region is transferred to the Russian platform of IAS Horizon

On July 22, 2016 the NEOLANT group announced a victory in the tender for rendering services in development of a regional geographic information system of Tula region (RGIS TO). Services will be provided on the platform of the free software and an information and analytical system of space development Horizon.

Project Tasks

Within the project it is necessary to specialists of the contractor:

• Transfer of RGIS TO on Russian software based on Open Source:
  • Transfer of storage, instrumental GIS, a subsystem of integration, a subsystem of the publication (TO RGIS Portal) on Open Source.
  • Transfer of applied problems of town-planning and property complexes on Russian software based on Open Source in a part:
    • maintaining registers of statements and answers on the provided public and municipal services;
    • processings of statements and preparation of answers using cartographic information.

• Development of applied tasks in a segment of a property complex as a result of which it will be implemented:
  • the automated interaction with Rosreestr by means of the system of interdepartmental electronic interaction for obtaining cadastral plans of territories;
  • the automated interaction with the Federal Tax Service (FTS) for obtaining data on the land plots (LP) considered in FTS;
  • maintaining results of checks of municipal land control with data view on the card;
  • data analysis about the land plots arriving from Rosreestr, FTS based on land control;
  • report generation on suspicious memories and the revealed deviations;
  • decision support in operational work;
  • expansion of functionality of rendering public and municipal services.

• Development of functionality in work with cartographic information:
  • development of a complex of problems of control of topology (collision detections according to the configured rules of check);
  • development of problems of the configured thematic search.

• Ensuring smooth functioning of a system throughout works on upgrade.
• Holding the consulting and training seminars for applied users and specialists GIS.

Administration of Tula region, (2013)

As Open Source for functioning of RGIS TO PostgreSQL with a superstructure of Postgis, GeoServer, QGis, Pentaho Data Integration, node.js are implemented.

Project Progress

For July 22, 2016 the first stage of works is handed over:

• Open Source is unrolled, space and operational data of RGIS TO are transferred to Open Source.
• Functioning of applied specialists of Department of the property and land relations, the Ministry of Economic Development of Tula region in a part is ensured:
  • rendering services in approval of schemes of placement of the land plots and to providing land plots of maintaining results of checks of land control.

On November 2, 2016 the company Neolant announced an implementation project GIS "Horizon" in Tula region, by request GAU CIT Tulskoy of region.

Within the project:

• It is implemented by IAS Horizon – the information and analytical system of space development intended for solving of tasks of regional and municipal levels in the field of territorial planning, town-planning activity, the property and other tasks connected with arrangement of the territory. Before a task decided on the platform ESRI ArcGis Portal.
• The translation of geospatial data with Esri ArcGis on the open source (software) – Geoserver, PostgreSQL is executed.
• Work of the server software due to balancing of loadings is optimized.
• The portal solution for viewing the data entered in IAS GIS "Horizon", the users making decisions – supervisory authorities, heads of the ministries and departments is developed.

Project Results

For November 2, 2016 in a system more than 20 specialists of the Ministry of property and the land relations of Tula region work.

A system promotes specialists:

• rendering the public and municipal services connected with the land plots (approval of boundary plans, schemes of placement of the land plots, providing the land plots);
• checks of the land plots, revealing different violations (land control).

Today for state bodies one of priority tasks is an import substitution of software for GIS. The solution of IAS Horizon of NEOLANT Group not only meets the requirements of import substitution, but also allows to solve quickly and qualitatively tasks set for us.
