At the end of August, 2016 the Moscow Department of Information Technology summed up the results of the tender for delivery of the software of virtualization of a city data processing center with the starting price of 57.6 million rubles^[1].

Applications for uchatiye in purchase were submitted by two companies - System Software and "Ay-Ti Business Group". The first suggested to execute the contract for 57.062 million rubles, the second - for 57.350 million rubles. Thus, to winners there was System Software.

Let's remind that within purchase 224 simple software licenses VMware vSphere 6 with Operations Management Enterprise Plus for 1 processor and the same number of certificates on technical support during 1 year were required for the customer.

According to the current legislation of a state institution can purchase foreign software in case of absence in the register of domestic software of an analog with necessary characteristics. At the same time, the customer should prove the need for compliance of the software product to certain characteristics.

In the justification approved by the head of DIT of Moscow Artem Yermolaev it is specified that "the software, data on which are included in the register and which corresponds to the same class of the software as the software planned to purchase on the functional, technical and (or) utilization properties does not conform to the requirements to the software planned to purchase set by the customer".

In addition in department carried out comparison of characteristics of software which in the register belongs besides to a class, as required VMware vSphere 6 with Operations Management. Solutions were compared by 80 parameters, including on such as "compatibility with the existing virtual infrastructure", "hypervisor volume", "support of 32-and 64-bit guest operating systems (OS) working on servers of standard architecture of x86", "installation of a hypervisor on "naked iron" (bare-metal)", "the maximum number of physical servers in a cluster of high availability", etc.

In particular, software of VMware vSphere 6 with Operations Management Enterprise Plus compared to the solutions "Alt Linux SPT", RAIDIX 4.0, "MyOffice the Private Cloud", "MyOffice Storage", VALO, "The special purpose operating system "Astra Linux Special Edition", "Alt Linux School, Intellect, Axxon Next, Synerdocs, Alt Linux 7.0 Centaur, iSpring Online, the Multi-user ASTAIRE expansion for Windows, Vmmanager, ISPmanager, RUSTEK and DNSmanager.

Certainly, required parameters at domestic solutions were other than necessary. For the Russian solutions the customer specified in the majority of positions of comparison "is not documented". The greatest number of coincidence of required characteristics (14) appeared at the solution RAIDIX 4.0. Thus, DIT of Moscow proved impossibility of replacement of foreign software by a domestic analog.
