2018: Krasnoyarsk Krai passed to a centralized system of budget implementation

The BFT company and the Ministry of Finance of Krasnoyarsk Krai completed in the summer of 2018 the project on centralization of a system of budget implementation on the scale of all region. In uniform ifnormatsionny space of the automated control system for budget process "the Automated Supervisory center of Finance" (BP ACS) more than 5000 users from 576 edge municipal entities work. The ADC-Finance system became a technology basis of the project.

The project passed in several stages. At first a system was started in the test mode in pilot groups where mntsitsipalny educations entered. After successful passing of tests other munitsipaleta of edge were connected to the uniform centralized ACS of BP, and before zapuky in commercial operation all users were trained.

Along with project implementation works on transition to freely extended were performed DBMS PostgreSQL. Originally since January, 2017 on new DBMS the centralized budget implementation of the region and budgets of 26 city districts and municipal districts was performed. Today 60 municipal entities of Krasnoyarsk Krai are connected to a centralized system under control of PostgreSQL DBMS (city districts, municipal districts, including city and rural settlements), in a system more than 5000 users from 576 finasnovy local government authorities work.

The centralized approach in management of budget process provided a number of important advantages:

• The unified rules and regulations of management of municipal finance allowed to increase quality of management of budget process significantly.
• Thanks to information storage in the single database, time for obtaining reliable operational information about execution of budgets of municipal entities was reduced.
• Economy of the edge budget due to decrease in the operating costs connected with repair, upgrade and maintenance of technical means of automation and maintenance of an ACS of BP increased.

2016: Start of the project

In Krasnoyarsk Krai in August, 2016 centralization of a management system for finance edge and municipal budgets (BP ACS) begins.

As of August in the regional Ministry of Finance and in 57 municipalities of edge the distributed model of implementation of an ACS of BP constructed based on products of the company BFT "ADC-Finance" is used.

After centralization access to the single database ACS BP will be provided from jobs of all users without authority delegation and with ensuring execution of requirements of 131 Federal Law about municipal self-government.

The project is planned till March, 2018. BFT will become the contractor.

Project implementation will allow to increase quality and effective management of budget process in municipalities and in the region in general, to replace process of collection of information from territories with its direct receiving from a centralized system, to lower operating costs on repair of equipment and maintenance of municipal management systems for finance, calculate in Krasnoyarsk Krai.

The management system for finance works in Krasnoyarsk Krai since 2004. As DBMS it uses a product of Oracle.

Due to the forthcoming centralization the regional Ministry of Finance appeared before the choice: buy in addition licenses and technical support of the American vendor, or to use the open source.

The financial system of Krasnoyarsk Krai will work based on PostgreSQL

The second option was selected. As DBMS the region stopped on PostgreSQL. BFT will have to transfer an ACS of BP Ministries of Finance to this system by March, 2017.

According to the CEO of BFT Alexander Monosov, centralization of a budget system based on Oracle would cost to Krasnoyarsk Krai from 70 to 120 million rubles. These expenses would be necessary on acquisition of licenses and annual support of DBMS.

PostgreSQL cost in this case will be equal to zero, Monosov added.

Similar projects of migration in regions of Russia, according to the CEO of BFT, are observed still a little, including because of earlier made significant investments, but also there are practically no new projects on Oracle, regions select products from the register of domestic software.

Products of BFT support several DBMS. We have small clients who historically work at firebird with the same products ATsK. Too free DBMS and its support is free. At the same time, if earlier at significant increase in volumes regions passed to Oracle, then now select PostgreSQL, Monosov notes

Directly with Oracle on Postgres Krasnoyarsk Krai will pay 6.255 million rubles for implementation of migration^[1]. 68.2 million rubles^[2] will be invested in centralization of a system till 2018].
