ELAR corporation in the Moscow regional court put the second ELAR PLANSKAN book scanner into operation. The number of cases in point constantly grows in court, and became the capacity of the first scanner delivered by the company in 2010 insufficiently for transfer to an electronic form of affairs from archive.
"Affairs of archive are scanned, created their electronic copies in the PDF format which then are stored on the server", - the leading consultant of Department of organizational support of activity of the Moscow regional court Vladislav Kozhevnikov tells.
According to him, in court several years the equipment of ELAR Planskan is successfully used, but because of the increasing load of archive section of digitization was required to be upgraded, having purchased the new device of planetary type. Such scanners are used to transfer to an electronic form of the embroidered and sewed documents to A2 format.
"Transfer to an electronic form of the documents used in judicial office-work is provided by the federal program "Development of the Judicial System of Russia (2013-2020)", - the head on work with the scientific and legal organizations of ELAR corporation Victor Korotkov says. – Digitization allows to ensure safety of affairs and their invariance, to provide online access to information to all concerned parties, to transfer work of judges and the device to qualitatively new level".
The expert claims that creation of electronic copies of affairs will allow to exclude legislatively such point as "storage life of legal cases" which was accepted as a compulsory measure because of the shortage of the place for storage of paper affairs. Now the cost of storage of electronic information is already one thousand times less than the cost of storage of paper documents, and the occupied physical volume of the electronic copy of case is million times already less.
"Judges have an opportunity to get acquainted with the large volume of information and the number of cases at the expense of online access that allows to prepare with higher quality and the worked solutions. It will increase uniformity of interpretation and application of the legislation, guarantees safety and the invariance of the adopted judicial acts. There will pass some time, and any judge will trust much more information which is contained in the electronic copy of case created right after its consideration than to paper case which was stored several years in paper archive, was handed out to the parties, lawyers, investigators was sent to other courts and back. Information in materials of paper case is defenseless from abuses. Information in the electronic copy remains invariable if the electronic archive of court is created using a specialized software", - Victor Korotkov comments.
