The center of M.V. Khrunichev transferred 100% of the purchases of small volume to an electronic form

Since August, 2016 Federal State Unitary Enterprise "State Research and Production Space Center of M.V. Khrunichev" transferred 100% of purchases of small volume (from 100 to 500 thousand rubles) to an electronic form. The measure concerns all competitive procurement procedures: open auctions, quotation requests, requests for proposals.

"We began work on the translation of procedures of purchases of small volume in an electronic form at the end of 2015. At first started purchases of small volume on "Single electronic trading platform" in the test mode and received good result – the weighted average economic effect on the carried-out procedures was more than 20%. After that the decision to transfer all purchases from 100 to 500 thousand rubles to an electronic form was made", - the director of directorate of system management of purchases Andrey Tretyakov reported.

Transfer of "small purchases" to an electronic form in addition to direct economic effect allowed to attract new suppliers, many of which are small and medium-sized businesses. It in turn will allow the enterprise to fulfill the requirements of the Order of the Government of the Russian Federation of 12/11/2014 No. 1352.

"Predesign of purchasing amount at small and medium-sized businesses showed: the share of the agreements signed based on purchases at small and medium-sized businesses since the beginning of the current year reached 17%. The total amount of supplier companies of Federal State Unitary Enterprise State Research and Production Space Center of M.V. Khrunichev from among small and medium business at the end of 2016 by our estimates will be not less than 23%, and by 2018 we expect to increase this indicator to 35%. The average number of participants on each lot kept 4.45 companies", – Tretyakov explained.

For encouragement and maintenance of the competition when carrying out purchases, in cooperation with "Single electronic trading platform", on a permanent basis Khrunichev's Center holds the training seminars and meetings.

Procedures of purchases are carried out according to the Regulations on purchases of Federal State Unitary Enterprise State Research and Production Space Center of M.V. Khrunichev developed on the basis of the Federal law of the Russian Federation No. 223-FZ "About purchases of goods, works, services as separate types of legal entities".
