Education

In 1978 graduated with honors from economics department of the Rostov state university (today — Southern Federal University). In 1982 defended the master's thesis, in 1991 — the doctoral dissertation on the subject "Features of Monopolism in the Soviet Economy"

The main achievements in the professional sphere

Yu.B. Rubin is an initiator of revival of "Society of fans of commercial knowledge" — the most authoritative known organization which was engaged in guardianship in the field of private education in the Russian Empire (it was dismissed in 1918).

The main directions of research — the theory of value, the theory and practice of the competition, the theory and practice of a professional entrepreneurship, antimonopoly regulation of economy, the concept of the entrepreneurial universities, normative legal support of an education system, competitiveness of a Higher Professional Education, the theory and practice of e-learning, formation of a system of a quality assurance of education and independent public professional evaluation of quality of Russian education.

Manages department of the Theory and practice of the competition at the Sinergiya University. Under its scientific management 31 candidate and 4 doctoral dissertations are successfully defended.

Consists in the Russian union of rectors, is the chairman of Public council of quality assurances of the higher education and the vice-chairman of Expert advice concerning availability and quality of education at the State Duma Committee by training, in 2004 — 2013 was a part of Accreditation board of Federal Service for Supervision in Education and Science.

The member of Expert advice at Federal Antimonopoly Service of Russia on development of the competition in the field of science and education, is the board member of the European fund of a quality assurance of e-learning (EFQUEL) and advisory committee of the International conference "Online Educa Berlin". Since 2009 Yu.B. Rubin is the chairman of Subcommittee No. 6 "Ensuring quality of e-learning" of Technical committee 461 "Information and communication technologies in education (IKTO)", being the permanent representative of Russia in ISO International Organization for Standardization (Subcommittee No. 36 "Information technologies in training, education and a training").

Chief Editor of the Sovremennaya Konkurention magazine, member of editorial council of the Prikladnaya Informatika magazine, editorial board of the Prikladnaya Ekonometrika magazine, Chairman of editorial council of the Kachestvo Obrazovaniya magazine.

The author of the Russia's first textbooks on management of own business and the competition in an entrepreneurship.
