2017: Supply of "iron" for upgrade of infrastructure of cybersecurity

On August 31, 2017 it became known that according to the results of reconsideration of price proposals of applicants the contract of the Federal Treasury (FT) for delivery and setup of the hardware for upgrade of infrastructure of information security of department originally Informzashita got which was succeeded to receive Borlas companies.^[1]

Stages of biddings

The starting maximum price of the contract was set the level of 472.2 million rubles. During trading, passed on July 27, 2017, the price offer Borlas was minimum, having made 240.8 million rubles against 243.2 million rubles requested by Informzashita. However as a result the offer Borlas was rejected under the pretext of its mismatch to auction conditions. The Treasury pointed to the fact that in the license of the company for activities for technical confidential information protection there are no "works and services in adjustment of means of protecting". As result the winning bidder recognized Informzashita.

In reply to Borlas filed a complaint FULL FACE which was considered on August 10, 2017. The Federal Antimonopoly Service counted claims of FC insolvent as the first part of the request of the IT company was approved by the customer. As a result of August 25, 2017 reconsideration of the applications of applicants submitted earlier as a result of which naturally Borlas got the contract took place.

Subject of biddings

The winner of an auction should deliver for needs of Federal Treasury cryptographic gateways, firewalls, communication hubs, access servers, sensors of invasions, traffic couplers, cryptographic servers, switches, servers of collecting of certificate revocation lists, sources of the exact time, the server of analysis of conflict situations, application server screens, servers of record and storage of traffic, electronic locks, servers of protection of databases, servers of protection against the attacks like "failure in service", DWH, servers of architecture of x86 and so forth. Equipment manufacturers in the technical project are not specified.

The contractor will also need to perform necessary works on installation of the delivered equipment.

2010: Start of ASFK in commercial operation

The Automated System of Federal Treasury (ASFT) created on the basis of the Oracle E-Business Suite enterprise management system in October, 2010 is transferred to commercial operation in territorial authorities of treasury in 21 subjects of the Russian Federation. The total quantity of users of a system increased by 4 times and exceeded 8 thousand employees of Federal Treasury.

ASFK provides support of production processes in bodies of Federal Treasury regarding service and execution of the Federal budget, budgets of the subjects of the Russian Federation and municipal entities, reporting about budget implementation and also will organize information exchange of bodies of Federal Treasury with participants of processes of execution of budgets. A system uses the means of cryptographic information protection and the electronic digital signature certified according to the Russian legislation for conducting legally significant document flow.

Implementation of a closing stage of the project, including implementation of an automated system in Central office of Federal Treasury, is planned for 2011.
