2025: Introduction of state monopoly on international Internet traffic in Kyrgyzstan
President of Kyrgyzstan Sadyr Japarov signed a decree introducing a temporary state monopoly on the supply and provision of international Internet traffic in the republic. Monopoly rights for a year will be received by the limited liability company "ElKat," which will become the only operator for servicing incoming traffic and transit of international Internet connections. This was reported by the presidential press service on July 29, 2025.
According to "Evening Bishkek," the new regime will begin to operate from August 15, 2025 and will last until August 14, 2026. The company "ElKat" will receive exclusive powers to manage all international Internet traffic passing through the territory of Kyrgyzstan.
Existing telecom and data transmission operators must transfer all existing contracts for the purchase of international Internet traffic to Elkat within two months. This requirement is aimed at creating new conditions for cooperation within the framework of the testing regime of the industry.
The Cabinet of Ministers of Kyrgyzstan is obliged to transfer one hundred percent of its participation in the authorized capital of Aknet to the ownership of ElKat. This solution will allow the new monopoly operator to obtain additional assets to perform the assigned functions.
The presidential decree provides for a complete reorganization of the system of managing international Internet traffic in the republic. All telecom service operators will be required to work through a single intermediary, which will significantly change the structure of the Internet services market.
The government sees the introduction of a monopoly as a temporary measure necessary to work out new mechanisms for managing digital infrastructure. The testing period will allow assessing the effectiveness of a centralized approach to organizing an international Internet connection.[1]

1997
The company successfully masters and begins to provide data transmission channels on the air, the first customers on the radio channel are Manas Airport. At the same time, "ElKat" demonstrated a videoconference session between a technical node and an exhibition complex in the Manege of the Physical Culture Institute.
