Svetlana Nikiforova's Avtodoria won the largest government contract

In October, 2016 the Kazan company "Avtodoria" under control of Svetlana Nikiforova - the spouse of the Minister of Communications Nikolai Nikiforov, won the largest government contract from the moment of the creation in 2011. For 260 million rubles the company should mount the photovideo fixing cameras on roads of the Kurgan region.

One more company – the Samara Grandmaster LLC participated in an auction. Its offer on the price to within ruble matched the amount which was offered by Avtodoria (259,814,798 rubles). But the Kazan company submitted the application of the first therefore declared as the winner Avtodoria, said in the solution of a tender committee.

Cameras will have to fix speeding, arrival for the stop line, the drive on the "red", prohibited turn on the left or a turn. The contractor will have to send information on violations to traffic regulations and a road situation to DPC of the customer and also to the Center of Automatic Fixing of Administrative Offences (CAFAO) of Kurgan management of traffic police. The data network can be organized on L3 MPLSIPVPN technologies (for communication fiber lines) or on EDGE/3G/LTE technologies.

It is the first project where Avtodoria acts as integrator of systems photo, video fixings, i.e. under the terms of the contract our equipment and also the equipment of third-party producers will be supplied, - the director of the company Anton Kukhovarenko reported TAdviser.

Under the contract the equipment for control of average speed on 42 sections, 19 complexes of control of observance of rules of journey of intersections, 16 boundaries of instant speed and also 10 survey surveillance cameras behind a road situation will be installed, reported TAdviser in Avtodoria.

All complexes will be delivered on service model. Such model of work is more effective in comparison with traditional purchase as the customer receives problem solving in the field of traffic safety and removes from itself non-core work on service of cameras, the director of the company Anton Kukhovarenko explained TAdviser.

It is important to note that devices of control of average speed will be installed on under abnormal condition dangerous sections of roads where there is no connection to power supply networks, and the Internet works only at low-speed links. Thus, using complexes it will be possible to provide control of observance of traffic regulations where earlier it was difficult to be implemented. The greatest number of such devices will be determined on roads out of localities. According to the statistics, there are 60% of all road accidents with death, and speeding - a basic reason of such road accidents, - Anton Kukhovarenko says.

The project in the Kurgan region will last more than two years, until the end of 2018. During all the time Avtodoria will have to "catch" more than 1.2 million violations of traffic regulations. Such planned target is specified in purchasing documents.

As of October, 2016 this order – the largest on the amount for Avtodoria. Before the project in Tatarstan for 196 million rubles was the most expensive.

According to Contour-Focus base, from 2013 to September, 2016 the company signed 21 contracts with state institutions for total amount nearly 1 billion rubles (taking into account the last project with MFC of the Kurgan region). From them a half of the amount – 482 million rubles – the company earned in Tatarstan, having won 6 auctions there.

According to the website of state procurements, by October, 2016 a system is implemented in 7 subjects of the Russian Federation: To Moscow, the Moscow region, the Samara, Kaliningrad, Ulyanovsk regions, in Ingushetia and Tatarstan. By the number of the installed devices Tatarstan where 350 sensors of a system work is in the lead, reported TAdviser in Avtodoria.
