Biography

Was born on November 14, 1983 in Omsk. The expert in the field of strategic management.

The higher education – graduated from the Siberian state automobile and road academy (SIBADI) in the direction Atomatizirovanny information processing systems.

Evgeny Lifshits's career began in 2000 in the IT service company "Sibintek" entering into structure of Yukos Oil Company. The young specialist directed processes of ensuring control of a contract work, pricing and accomplishment of SLA on service IT support of the enterprises Yukos Oil Company.

With the assistance of Lifshits system projects of automation of the companies of different pattern of ownership and scales of activity, mainly in power area were implemented. Among them the first systems of commercial and technical electricity metering, requirement for which arose together with emergence in Russia in 2003 of wholesale market of the electric power. One of large projects in which he participated - implementation of a billing system by "Moscow United Energy Company" (MUEC) on the SAP platform in 2008.

Worked in Systematics as the vice president.

Later Evgeny Lifshits headed Agency of Cyber Security online media.

As of 2020 is also registered as the member of expert advice at the State Duma Committee on information.

On the personal Facebook page it is also written that it "the adviser to the president in NCC". Similar information appeared in 2017 in the reference on Lifshitsa in his interview on the be2bit.ru^[1].

2019: The offer to create IT integrator for the state

In December, 2019 the Vedomosti newspaper reported that Evgeny Lifshits wrote the letter to Dmitry Medvedev in whom it was provided by the director of strategic development of technopark Skolkovo and asked Medvedev "give an opportunity to report to you personally on the offered initiatives". It was talked of an initiative of creation of the state integrator in technopark Skolkovo. But Lifshits never worked and does not work in technopark, the representative assured Skolkovo and the position such in technopark did not exist^[2]. .

Lifshits worked as the vice president of Sistematika IT company, and at the time of writing of the letter - the head of the Agency on cyber security and the member of expert advice at the State Duma Committee on information policy.

Lifshits confirmed to Vedomosti: he was not and is not an employee of technopark Skolkovo.

When I signed and sent this letter, there were only negotiations on my employment to Skolkovo, – Lifshits explains. – Officially I was not appointed to a position which I specified in the letter, and the letter was not approved with the management Skolkovo, - Vedomosti quotes Lifshits.

He explained sending the letter with the fact that he was "one of the main ideologists" creations of IT integrator. And wrote the letter to the prime minister that "accelerate a project startup and discuss by what measures the government can support him". But when Medvedev gave the resolution on this letter and to Skolkovo arrived to work instructions the project, negotiations on hiring "stopped, appointment did not take place yet".

Lifshits transferred the letter on a public action to Skolkovo. It was considered as the author at that moment already underwent the procedure of a design for work in Skolkovo, Medvedev's press secretary explained. Skolkovo will send more detailed project information to the government on behalf of the acting employees, the prime minister's press secretary assured.

2020: Criminal case

Arrest

On August 24, 2020 Presnensky Court of Moscow made the decision on detention of Evgeny Lifshits. Information on it contains in base of courts of Moscow. From there follows that it is about criminal case under Article 159, Part 4 of the Criminal Code of the Russian Federation there is a fraud committed by organized group or in especially large size or which entailed deprivation of the right of the citizen to premises. The maximum punishment for crime under this article - up to 10 years of colony and a penalty to one million rubles.

According to the Open Media portal, Lifshits sent to the pre-trial detention center till October 22^[3].

According to base of legal persons " circuit.focus ", Evgeny Lifshits acts as the cofounder of eight operating companies in the field of the right, wholesale, restaurant business, one of his companies also delivers some meat. The organizations mainly in Moscow, one of them - to Skolkovo are located. One more company - Lansis - is registered in the homeland of Lifshits, in Omsk. She specializes in construction of fiber lines of communication. In Lansis Lifshits possesses a share in 45%, and 55% - to his partner Alexander Rudenko who has one more operating company which is based in Omsk. Rudenko is also a CEO Lansis.

" Circuit.focus " follows from data that Lansis regularly receives government contracts. Since 2016 this company concluded government contracts for 660 million rubles, it is specified in base. According to the website of Lansis, among customers of the company there are Rostelecom and "Interregional Distribution Grid Company of Centre and Volga Region" entering into structure of Rosseti.

The State Duma reacted to Lifshits's arrest next day. The first deputy chairman of the State Duma Committee on information policy Sergey Boyarsky said in a conversation with Govorit Moskva radio station that Lifshits does not participate in work of the lower house of parliament^[4] any more^[5].

We have a huge number of experts. In the State Duma it did not work. I know that in our committee it was registered in expert advice, but at me we never brought together him. The new chairman, Alexander Evseevich Khinshtein, just began the work with reset of this body, and we submitted offers on breakdown of this work on sectors and on members. Therefore Evgeny Lifshits's finding in expert advice is not the most up-to-date information, - Govorit Moskva quotes Boyarsky.

Essence of charges

On August 26 the Kommersant newspaper with reference to case papers published information on the reasons of arrest of Evgeny Lifshits and details connected with it^[6]. So, announces the edition, criminal case under Part 3 of Article 30 and Part 4 of Article 159 of the Criminal Code of the Russian Federation attempt at large scale fraud concerning 36-year-old Lifshits the staff of department of investigation of the crimes committed by officials of law enforcement agencies, GSU ICR across Moscow initiated on August 22. On the same day it was delayed by the staff of FSB whom the owner of National Computer Corporation (NCC) Alexander Kalinin addressed earlier.

As it was set during preliminary inquiry, Lifshits learned from familiar law enforcement officers who are established now, that on May 21, 2020 concerning Alexander Kalinin the Investigative department of the Ministry of Internal Affairs brought criminal case according to Part 2 of Article 178 of the Criminal Code of the Russian Federation (the competition restriction which caused especially major damage prescribes punishment up to six years of imprisonment). Kalinin was placed under house arrest within this criminal case.

According to case papers, Lifshits is Kalinin's neighbor in the settlement Moscow (Troitsk and Novomoskovsk Administrative Districts) where the last and was under house arrest. According to the investigation, since the end of July Evgeny Lifshits began to come regularly to neighbors to communicate to members of family of Kalinin. Besides, he started active correspondence with Alexander Kalinin's son via Telegram channel and Signal. Lifshits convinced the interlocutors that thanks to his good communications in law enforcement agencies and FSB he will be able to finish security officers that those promoted "minimization of criminal liability" of the person under investigation.

Referring to the acquaintances in the Ministry of Internal Affairs and FSB, Lifshits reported that the solution of this question costs not less than $3 million from which $1 million need to be transferred to officials of Investigative department of the Ministry of Internal Affairs in the nearest future that those began to act for benefit of the defendant at once.

Meanwhile Lifshits's negotiations with members of the family of Kalinin were already controlled by field investigators of FSB, Kommersant writes. As a result of the party agreed about the first tranche. On August 22 at 11 in the morning the expert arrived to the settlement Moscow where intended to receive $1 million from one of the person under investigation relatives. When receiving "doll" in which this money there were only 10 thousand the head of Agency of cyber security was delayed by the staff of FSB. On the same day he was brought in GSU ICR across Moscow on Novokuznetskaya Street, interrogated, and next day brought charge. According to the source Evgeny Lifshits admitted Kommersant, the guilt in full.

And on Monday Presnensky Court of Moscow arrested him. When electing a measure of restraint, according to the newspaper, also that circumstance that the person under investigation really has a wide range of acquaintances in law enforcement agencies which can influence investigation was considered.

Similar information appeared in 2017 in the reference on Lifshits in his interview on the be2bit.ru^[7]. Other references of Lifshits in open sources were not in such position.

Recognition of fault

As found out TAdviser in January, 2021, Evgeny Lifshits accused of fraud attempt (Part 3 of Article 30 of Part 4 of Article 159 of the Criminal Code of the Russian Federation) admitted guilt in full and regretted. It follows from the resolution of Moscow City Court according to the results of consideration of the petition for appeal of Lifshits on the decision on the conclusion it into custody till the end of the investigation in which the court refers to a position of protection of the defendant.

The lawyer tried to achieve Evgeny Lifshits's translation from the pre-trial detention center under house arrest and gave the fact of recognition of fault as one of arguments for benefit of change of a measure of restraint. In the same place it is said that Lifshits cooperates with the investigation, repeatedly confirmed the confession on confrontations with witnesses.

According to protection, these circumstances demonstrate that the defendant has no intentions to press on witnesses, has no motivation and intentions to abscond, is equal as intentions and an opportunity to destroy proofs. Proofs are already attached to the criminal case file, it was told in the lawyer's position.

The Moscow City Court, however, considered that in this case recognition of fault and other factors which protection, including protection assurances indicated that the defendant will not abscond and interfere with criminal proceedings cannot form the bases for change of a measure of restraint to Evgeny Lifshitsu. According to earlier made decision of Presnensky district court, it will be in custody till February 22, 2021.
