Implementation of IAS in "The state housing inspectorate of Chelyabinsk region"

The BARS GROUP company in January, 2018 announced that automation of control and supervising activity in Chelyabinsk region is performed according to the actions plan ("road map") on implementation in the target model "Implementation of Control and Supervising Activity in Territorial Subjects of the Russian Federation" approved by the Governor of Chelyabinsk region Boris Dubrovsky.

The purpose of automation is decrease in administrative load of the citizens and the organizations performing entrepreneurial and other types of activity due to interactive interaction on the Internet with control authorities and supervision. Besides, thanks to information systems the set-up time and conducting checks is reduced, their quality and effectiveness increases, noted in the company.

For process automation of two priority types of KND in Head department "State housing inspectorate of Chelyabinsk region" by the BARS GROUP company, subsidiary company of "the National Center of Informatization" of Rostec Group, together with the Samara IT company "SOBITS-IT" developed and implemented the information and analytical system of monitoring of housing stock integrated about the TORUS KND that allowed specialists of inspectorate to unload data of supervising actions in "one cliques". As the customer of a system the Ministry of information technologies and communications of Chelyabinsk region acted.

Chelyabinsk region continues formation of digital economy of the region, and concerning such priority direction as control and supervising activity, the way of automation is selected. It will allow to increase the level of prevention of violations, control of objects with high risks of harming and to save the necessary security level — the head of department of project implementation of the Ministry of information technologies and communication of Chelyabinsk region Ilya Filatov reported.

Integration of IAS of monitoring of housing stock into GIS of housing and public utilities

BARS GROUP, subsidiary company of the National Center of Informatization of Rostec Group, announced on September 29, 2017 signing of the contract on upgrade of an information and analytical system of monitoring of housing stock of Chelyabinsk region regarding integration with a federal GIS segment of housing and public utilities. The contract is signed with the Ministry of information technologies and communications of Chelyabinsk region until the end of 2017.

Development History

The software product for the regional operator of an overhaul and GZhI is implemented by BARS GROUP company in Chelyabinsk region since 2013. With its help all processes of management of the program of an overhaul are automated: condition monitoring of housing stock, control of charge, payment and accumulation of funds of homeowners, management of financial flows from all sources (federal, regional and municipal budgets, means of homeowners), etc. As of 2017, in the region of 1,200 thousand personal accounts — one of the biggest regions where BARS GROUP performs maintenance of a system.

Project Tasks

Upgrade assumes carrying out integration of earlier implemented system which includes blocks "Housing Stock", "Overhaul", "Claim and Claim Work", "Housing Supervision" and the portal, with GIS of housing and public utilities according to requirements of the federal law of the Russian Federation of 7/21/2014 No. 209-FZ "About the state information system of housing and communal services" and Regulations of information exchange with GIS of housing and public utilities.

Its purpose is automation of providing information according to 209-FZ and decrease in labor costs of participants in the field of housing and public utilities thanks to a possibility of single input of necessary information in a monitoring system of housing input of Chelyabinsk region and the subsequent its transfer to GIS of housing and public utilities.

Chelyabinsk region, according to us, went on an optimal way of automatic integration with a federal system. In the region understood that to trace in the manual mode quickly changing data in view of a huge number of personal accounts — it is heavy and unjustified — Timur Kuzyakhmedov, the director of the department of work with key clients of BARS GROUP noted. — In the existing blocks there is already the main data array which need to be entered on federal level is about 40% of information. The rest concerns only information of RSO on consumption of services. The region thanks to the carried-out integration by clicking of one button will be able to look, verify and provide necessary data on the federal portal.

2016: Experience of use of BARS.Alpha of BI in Chelyabinsk region

BARS GROUP signed in the fall of 2016 the contract with the Ministry of information technologies and communications of Chelyabinsk region on upgrade of a monitoring system of social and economic development. A system is upgraded for the purpose of creation of mechanisms of interactive obtaining information on social and economic development of Chelyabinsk region, increase in efficiency, efficiency and quality of management at regional and municipal level.

The system of operational monitoring of social and economic development of the region was developed and implemented by BARS GROUP in 2011. It was aimed, first of all, at collecting and formation of statistical and departmental reporting of the region, operational monitoring of statistical, financial and other qualitative indicators in the socially important industries. Information was generated in general on area and by the cities and municipal districts.

During upgrade a system will be complemented with tools of an analytical software platform Alpha BI that will allow to carry out the better analysis of indicators, to build models of a social and economic situation and scenarios of possible development in the interesting directions. Results of calculations and the analysis will be displayed in a type, convenient for perception (schemes, tables, charts, diagrams) and to create a complete picture of development of the region. A system will be capable to transfer collected information to the portal for the top officials of the region.

Key indicators of social and economic development of Chelyabinsk region and also results of rating of municipal entities will be available as from personal computers, and mobile devices.
