2019: Complex automation of workflow processes

On March 11, 2019 the Digital Design company reported that the Territorial fund of compulsory health insurance of the Moscow region (TFCMI of MO) completed the project of complex automation of workflow processes. Based on Docsvision. A priority (the system of documentary management Priority) the single system which allowed to automate basic processes of document flow — from registration of the entering, outgoing and internal correspondence before control of execution of instructions — in all divisions of TFCMI of MO was constructed.

Earlier Fund based on the solution Docsvision. The priority automated activity of contact center. Then the leadership of Fund made the decision to optimize documentary providing the organization and interaction with divisions by expansion of functions of an existing solution to an end-to-end system of electronic document management.

The main objective of the project — to unify and automate support of regulations of execution of processes of document flow in all divisions. The contractor of the project selected Digital Design IT company.

According to information for March, 2019 in a system 250 users, to Docsvision are registered. A priority the staff of TFCMI of MO of all levels — from the secretary to the head is connected. For more convenient work of users specialized jobs according to the functional roles and solvable tasks which are carried out by them were configured. A desktop client for operation of loggers, controllers and administrators; for employees-contractors the web client allowing to carry out tasks of execution of instructions, formation, approval and signing of documents including using the electronic signature, via the browser. For heads mobile application "The automated workplace of the Head" with a possibility of the schedule of draft resolutions and approvals or signings of documents from the tablet, far off in online and offline mode was developed.

"We intended to resolve by this project two important issues — to give all documentary processes in a uniform format and, of course, to reduce the volume of paper documents and labor costs. We managed to achieve double reduction of terms of preparation, consideration and execution of documents and initiative instructions thanks to easy and secure access to information from any point and to use of the mechanism of electronic approval. Besides, the transparency of the movement of documents was provided, the possibility of dynamic tracking of a status of their execution appeared".

2016: Automation of contact center

On November 22, 2016 the Digital Design company announced automation of contact center of Territorial fund of compulsory health insurance of the Moscow region.

Project Tasks

For optimization of a number of processes of work with citizens' appeals, in IT infrastructure of the customer the Priority system of documentary management (SDM) is implemented.

Action in TFCMI of the Moscow region, (2013)

Project Progress

SDU provided full-function automation of contact center, including the organization of the uniform electronic journal of citizens' appeals with a connectivity to the system of the medical insurance companies conducting activities for the compulsory health insurance Moscow regional program.

In a work progress the document flow processes connected with processing of the electronic, written and oral addresses coming to contact center are automated.

Project Results

Based on project completion there was more operational and effective a work of specialists of the customer with citizens' appeals, processes of control and reporting by less labor-consuming. The quality of interaction with medical insurance companies of the Moscow region regarding processing of oral addresses increased.

For November 22, 2016 more than 50 employees of contact center are connected to a system.

The project works performed by the contractor provided observance of TFCMI of the Moscow region of requirements of Federal Law No. 326 of 11/29/2010. "About compulsory health insurance in the Russian Federation", the order of Federal Compulsory Health Insurance Fund of 12/24/2015 No. 271 "About the approval of Regulations of work of Contact center in the field of compulsory health insurance" and other regulatory legal acts.
