On October 3, 2019 it became known that IT- the integrator "Tegrus" for short term managed to win two fat contracts on the line at once MINISTRY OF INTERNAL AFFAIRS. In particular, on October 1, 2019 on the website state procurements data on the contract of the company with scientific and production association "Special equipment and communication" the Ministry of Internal Affairs for the amount of 941.1 million rubles appeared. The agreement of the parties was signed according to the results of the tender of the customer for supply of equipment for DPC the ministry.

The second contract "Tegrusa" with security officers is in a signing stage so far. Its amount will be slightly higher than 1 billion rubles. The integrator got it according to the results of the tender for delivery of desktop personal computers.

Considered the contract in 2019 through the Ministry of Internal Affairs eventually Tegrus got both is uncontested. In the first case except it more nobody came to an electronic auction therefore in a row left to integrator without decrease in the original price of lot.

Apparently for repeated purchase of Aquarius did not leave the documents posted on the website of state procurements. Tegrusu the Elko Rus company tried to compete, however its request was rejected by the commission of the customer and real biddings did not take place.

Within execution of the first of the contracts "Tegrusu" it is necessary to transfer to the customer for DPC of the Ministry of Internal Affairs tape libraries, servers three types switches, firewalls and storage systems two types. All servers should be under construction on processors Intel Xeon Scalable Family, and in one of types of servers they should be not lower Intel than level of Xeon Platinum — "installation of processors of the Intel Xeon Gold level is not allowed", said in the technical project.

For performance of the second contract the integrator needs to deliver almost 30 thousand PCs for divisions of the Ministry of Internal Affairs in all Russia, except for the Crimea and Sevastopol. In the technical project concerning preset on OS computers not only it is spoken that it should be from the register of domestic software at the Ministry of Telecom and Mass Communications, but also have the versions providing its functioning on processor architecture h86-64 and Elbrus. At the same time OS should correspond to a number of security requirements of FSTEC of 2016, to be compatible to an antivirus of Kaspersky Endpoint Security, tools and verifications of the electronic signature of CryptoPro CSP, Rutoken and eToken and also to be compatible to the means of cryptographic protection intended for end-to-end enciphering of network connections and communication channels, ViPNet Client.

Concerning "iron" the customer exposed requirements to RAM at the level of not less than 4 GB, to drive volume — not less than 0.32 TB. The monitor which is applied to the PC ^[1] should have the diagonal not less than 23 inches and resolution not less than 1920 x 1080 pixels^[2].

Restart of the tender for delivery of 30 thousand PCs from domestic OS for 1 billion rubles

On August 30, 2019 it became known that the Ministry of Internal Affairs was not succeeded to sign the contract with the winner of the tender of the ministry - Aquarius company on delivery of the Ministry of Internal Affairs of 30 thousand desktop computers. According to the results of consideration of the complaint FULL FACE from Tegrus company the state customer received the instruction to cancel determination of the supplier. As a result of August 29, 2019 the Ministry of Internal Affairs was necessary to restart the tender. The starting price of the contract remained the same — 1.04 billion rubles.

As reported in CNews, the card of the complaint Tegrus in antimonopoly authority can be detected on the website of state procurements, however the essence of claims in it is not provided. At the time of a material exit in Akvariusa could not comment on a situation. Whether the company will begin to dispute canceling of the conclusion of the contract with it and also whether she intends to take part in the restarted tender, it is not known.

Applications for participation in newly the announced tender will be accepted till September 16, 2019. Biddings are planned for September 20. Completion date of future contract is limited on December 10, 2019.

As it appears from tender documents, the equipment of the Ministry of Internal Affairs is required for its divisions across all Russia, except for the Crimea and Sevastopol.

Purchase of 29.5 thousand PCs from the Russian OS

In July, 2019 the Ministry of Internal Affairs announced purchase of 29.5 thousand desktop PCs manufactured in Russia for the amount over 1 billion rubles.^[4]

The customer is going to receive system units with monitors or monoblocks with the following characteristics:

• Amount of RAM – not less than 4 GB
• Capacity of the processor is not less than 8000 MIPS in the test of utility 7-Zip/p7zip
• Drive volume – 320 GB HDD SSD (or)
• The screen is IPS a matrix, diagonal is from 23 inches, resolution is from 1920 x 1080 pixels.

In a set should be delivered the keyboard and a mouse. All equipment should be executed in one color. The three-year guarantee should extend to computers.

The mandatory requirement of delivery is the preset operating system from the register of domestic software. According to requirements of the customer of OS it has to be compatible to processor architecture h86-64 and Elbrus. In the operating system programs for creation, viewing and editing text and graphic files and also reproduction of multimedia data should be installed. Also together with OS the archiver, a file manager, the program for recognition of documents is necessary.

Besides, the compatibility of the operating system with means of antivirus protection (Kaspersky Endpoint Security), tools and verifications of the electronic signature (CryptoPro CSP, ruToken, eToken) and the means of cryptographic information protection intended for end-to-end enciphering of network connections and communication channels (ViPNet Client) is necessary.

All equipment should be transferred to the Departments of MIA of Russia in regions till December 10, 2019.

At the beginning of August the commission of the Ministry of Internal Affairs considered the requests which arrived on tender. It became clear that from eight requests three were withdrawn by participants, and to three more it was refused admission to an auction, including because of not the Russian origin of computers.

As a result only two companies were allowed to participation in an auction. However at an auction the offer arrived only from one – Aquarius. This company suggested to execute delivery for 1.039 billion rubles, having reduced the starting price of the contract for 5 million rubles Aquarius was recognized by the winner.

The protocol of summing up is dated on August 8. However even before consideration of requests purchase was suspended by FAS regarding signing of the contract. The complaint of Tegrus company which consideration had to take place on August 7 was the reason. As of August 9 on the website of state procurements the status "Is suspended" from tender of the Ministry of Internal Affairs it is not removed.

2017: Purchase of 18 thousand PCs with Windows 7

On January 17, 2017 the Ministry of Internal Affairs of the Russian Federation summed up the results of an electronic auction on purchase of a large batch of desktop computers.^[5].

The only application for participation arrived from Aquarius company. According to the law on purchases the auction was recognized cancelled. Nevertheless Aquarius was called the winner and with this company the contract should be signed.

Changes of the starting price of purchase it is not announced. Thus it is possible to assume that the contract will be signed for 809.9 million rubles, and the state customer will receive nearly 18 thousand sets of the PC. One copy will cost 45 thousand rubles.

Each set consists of the 23-inch monitor, the system unit, the keyboard and a mouse. The system unit should include the motherboard with 2 slots of SoDIMM, 2 - Sq.m format, the integrated speaker phone and the front-side bus not less than 8 GT/S. the 2-core processor with clock rate not less than 2.6 GHz and a cache memory of 2 MB should be made on technical process 14 nanometers and have energy consumption no more than 35 Watts.

Among other required characteristics it should be noted such: the built-in video controller, not less than 4 GB of the RAM (with a possibility of expansion to 32 GB), the hard drive on 500 GB, not less than 2 USB 3.0 ports on the front panel and the 4th - on back. The system unit should be executed in a compact form factor to be located in a specialized compartment of the monitor.

As for software, under the terms of the customer on the PC the 64-bit operating system "Microsoft Windows 7 Professional" and also a trial packet of the Russified office applications of Microsoft Office Professional Plus 2013 should be preset.

In justification of impossibility of observance of prohibition on foreign software, representatives of the Ministry of Internal Affairs carried out formal comparison of Windows 7 with domestic solutions of a similar class from the register of software. For compliance to requirements 4 characteristics were selected:

• The software should be compatible to the certified information security tools (VipNet Client, Crypto Pro, "the Antivirus of Kaspersky Lab")
• The software should be compatible to the available application software used in the Ministry of Internal Affairs of the Russian Federation
• The employees operating the software should have necessary skills of work
• The software should provide full compatibility with the Microsoft Office formats

For all domestic solutions in the table of comparison it is specified "it is not documented".

The purchased equipment should be supplied till June 1, 2017 to 9 Departments of MIA which are in Moscow and the Moscow region, St. Petersburg, Rostov-on-Don, Samara, Yekaterinburg, Novosibirsk, Irkutsk and Khabarovsk. The biggest batches should be are sent to Moscow (about 4 thousand PCs), the Moscow region (nearly 3.2 thousand) and Rostov-on-Don (2.9 thousand).

Recently the Ministry of Internal Affairs of the Russian Federation already held a large auction for purchase of the PC. Following the results in November, 2016 department signed the contract with T-Platforms company for delivery of 9 thousand computers on Baikal-T1 processors. The cost of each computer in this auction was estimated approximately at 38 thousand rubles. Same month Baikal-T1 microprocessors received the status of the integrated circuit of domestic production.
