Biography

In 2004, Pavel Tsiporin graduated from Tomsk State University control systems and radio electronics with a degree in Industrial Electronics. In 2012, he graduated from the Academy of National Economy and Public Administration under the President of the Russian Federation with a degree in Economics and Enterprise Management.

From 2003 to 2005 he worked as an engineer at NPO Kontur in Tomsk.

From 2005 to 2010 he was the chief specialist/consultant in the Committee on Information Resources of the Administration of the Governor of the Khanty-Mansi Autonomous Okrug - Ugra.

In 2011, he worked at the Logistics Department as deputy director for informatization, and in the same year he was appointed head of the informatization department at the Khanty-Mansiysk Administration.

In November 2015, he took the post of First Deputy Director of the Department of Information Technologies of the Khanty-Mansi Autonomous Okrug - Ugra.

2016: Director of the IT Department of the Khanty-Mansi Autonomous Okrug

In November 2016, Pavel Tsiporin was appointed director of the Department of Information Technologies of the Khanty-Mansi Autonomous Okrug - Ugra. In this post, he replaced Yuri Torgashin, who headed the department since November 2015. With the appointment of Tsiporin, Torgashin was transferred to the post of his first deputy, in which he had already worked earlier.

According to Yuri Torgashin himself, the decision to reshuffle the personnel was made a year ago^[1] the^[2].

The IT sphere is a young, constantly developing direction and requires a fresh look. When the question arose about finding a successor, I recommended Pavel Tsiporin, whose entire labor activity was related to the IT sphere. Of these, five years - in the Committee on Information Resources of the Administration of the Governor of the Autonomous Okrug. And from 2011 to 2015, he held senior positions in the Department of Informatization of Khanty-Mansiysk, where he established himself on the positive side, - said Torgashin.

The last year of joint work showed that Pavel Tsiporin copes with the tasks and makes responsible decisions, added the ex-director of the IT department of the Khanty-Mansi Autonomous Okrug - Ugra.

2021: 28th place in the ranking of regional IT officials in terms of income

For the period from January 1, 2021 to December 31, 2021, the family income of Pavel Tsiporin, Director of the IT and Digital Development Department of the Khanty-Mansi Autonomous Okrug, amounted to 8.5 million rubles. The personal income of the official is 8,094,273 rubles, the income of family members is 360,035 rubles. 2023: Deputy Governor of the Khanty-Mansi Autonomous Okrug-Ugra

In June 2023, the Governor of Ugra Natalya Komarova, by her order, made changes to the structure of the government of the Autonomous Okrug, introducing the state position of Director of the Department of Information Technologies and Digital Development - Deputy Governor of the region. On June 8, Pavel Tsiporin was appointed to this position, according to the portal of the regional government. As director, he heads the Department of Information Technologies and Digital Development of Ugra since 2016.

The decision to empower the director of the IT and Digital Development Department with new powers is associated with increased tasks in the field of digital transformation of all areas of activity and areas of socio-economic development, information security, the introduction of artificial intelligence technologies in all sectors of the economy in accordance with the national goal "Digital Transformation."

The strategy for the further development of our region using IT technologies, modern digitalization solutions requires a large concentration of forces and resources. The tasks set by the top leadership of the state, the governor of Ugra, are large-scale and ambitious. We are ready for new challenges and are able to increase the pace.
