ELAR filled up the Uniform archival information system of Murmansk region

2018

On December 19, 2018 ELAR corporation announced end of the next stage of digitization of documents of Archive fund of Murmansk region. The project is implemented within the regional program "Information Society". As a result of works about 600 thousand sheets of documents are transferred to an electronic form.

Annually replenished Archive fund of Murmansk region consists of 1.67 million units of storage. Within project implementation documents from the largest storage – the State archive of Murmansk region, and the State archive of Murmansk region in Kirovsk are transferred to an electronic form. Digitization of the array requiring processing, including documents with the dying-away text, on a tracing-paper, A0 format and larger, was carried out using the complexes of planetary scanning providing high quality of copies and security for originals.

The created electronic fund of use of archive documents is loaded into Uniform automated information system according to documents of Archive fund of Murmansk region (EAIS DAF MO).

Uniform automated information system according to documents of Archive fund of Murmansk region of ELAR-archive from this year functions in all archive organizations of the region, the state and municipal archives. The implemented remote online access to electronic copies of archive documents provides quality services to users of reading rooms and also execution of requests of social and legal character. 2016

In Murmansk region in the fall of 2016 the stage of upgrade of Automated information system according to documents of Archive fund of the region (AIS) was completed. ELAR corporation improved functionality of a system using which archive organizations of area render to users of service via the portal of state services and the industry portal.

"Automated information system according to documents of Archive fund of Murmansk region is implemented by ELAR in 2011, - the deputy commercial director of corporation, the head of work with archive organizations Alexander Radchenko tells. – With its help users via the Internet obtain information on structure and the maintenance of funds of the state archives of the region, can send far off an inquiry for the archive reference or copy, to order affairs for work in the reading room".

The AIS allows to work with documents of the State archive of the region (GOKU GAMO) and GOKU GAMO in Kirovsk. Within upgrade of a system it was required to change forms of the Regional portal of electronic services of Murmansk region (RGPU) for a design of requests: the choice of the addressee of the address – GAMO or GAMO to Kirovsk; input of general information about the applicant; input of data on the planned researches, etc. Besides, now in the presence in the AIS of the electronic copy of case a system does not allow the user to create the requirement of issue of case on traditional carriers. Also the accessibility to electronic copies of affairs on a paid basis is implemented: users receive the message about need of payment of service from the system administrator and attach the scan of the receipt on payment of service to the requirement.

The project is directed to an exception of need of a personal citizens' appeal and the organizations in archives of Murmansk region behind public services, reduction of completion dates of requests by organizations, development of paid services of archives.

2012

ELAR corporation participated in a meeting of scientific and methodical council of archive organizations of the Northwestern Federal District. Providing the public and municipal services by archives became a primary subject of the meeting which took place from June 19 to June 21, 2012 in Murmansk.

Representatives of administration of Murmansk region and archive organizations of the Northwestern Federal District discussed information technology implementation in the archive industry and their role in providing an order and high-quality providing state services.

During the meeting the uniform information retrieval system according to documents of Archive fund of Murmansk region developed and implemented by ELAR Corporation and which integrated in itself functions on maintaining and information resource management and software packages of the State archive of the region is submitted to participants at the event. Also a system provides providing archive services using the website of organization and the Uniform portal of the public and municipal services.

According to the head of department of the organization and ensuring activity of federal archives of Federal Archival Agency Alexander Groshev, implementation of a similar system became break in the field of archiving upgrade, and thanks to it the efficiency of archive should increase considerably.

Experience of creation of complex automated information system in the State archive of Murmansk region allowed Committee on information technology development of the region to approve expansion of use the AIS Archive due to connection of The State Archive of Murmansk Region in Kirovsk Public Educational Institution and a number of municipal archives. Besides, works on digitization of historical and socially important archive documents will be continued.
