Russian Post is going to increase effective management of personnel. For this purpose the state mail operator wants to implement the unified information system which automates the main business processes in this sphere. The corresponding competition with the starting price of contracts of 282.4 million rubles was announced on December 14, 2016.[1]

As of December, 2016 control function by personnel is implemented in the system created based on "1C: Payroll and HR Management 8". This solution was implemented at the enterprise in 2010-2012.

In a new system business processes on personnel management in a part should be automated: goal settings and assessment, personnel recruitment, training and adaptation of personnel, remuneration and management of career.

Functional and technical requirements to a new system should be provided in the maximum degree with standard functionality of the used solution. The works performed within system implementation should consist in setup, preparation of initial data and data migration, training of employees. Works on development during the project should be minimized.

Based on what solution a new system in documentation to tender should be organized it is not reported. Among requirements it is mentioned that it should be based on the principles of a multi-tier architecture, and interaction of users with a system should be performed via the web interface and the appeal to the Web server using a standard application Microsoft Internet Explorer of versions 8.0 above or the browser Google Chrome.

All functional system modules at the levels of the database and application servers should be implemented on the basis of a single technology platform. At the same time, a system should provide steady working capacity and not reduced performance during the work of more than 400,000 users of the customer in all regions of Russia, including taking into account applicants.

All project on implementation and replication of a system is broken into eight stages. The first three is a preparation of the project, design and implementation of a system. On each of them from 30 to 90 days are allotted. The fourth stage - testing and carrying out training (60 days), the fifth - trial operation (90 days). The sixth stage means annual support of the system implemented in Management personnel by the enterprise and the macroregion of Moscow. The seventh stage - replication of the solution on other macroregions (270 days). The final eighth stage – support of the replicated solution during 1 year.

Bids are accepted till January 11, 2017. Summing up is planned for February 10.
