In the pilot region told about problems and benefits from Goslinuks

The Chairman of the Committee of informatization, communication and telecommunications of the Vladimir region Andrey Klementyev at the end of December on an interregional round table told about the course of a pilot project on import substitution of the software in the region^[1]. The Competence Center "IT+ Sovereignty" ANO Institute of Development of the Internet (IDI) implements a pilot project.

Klementyev reported that at the first stage of the pilot program assemblies for jobs and a server framework are implemented. The software set for jobs GosLinux OS, office applications, the browser, an e-mail client, a file manager, software for network interaction includes, cryptographic and antivirus tools^[2].

Software was set on computers of the officials occupied with electronic document management, processing of citizens' appeals, accounting, financing and maintaining the budget, town planning and architecture, the legal, property and land questions, conservation and environmental management, culture, youth policy, physical culture and sport, civil registration.

One of problems upon transition to new OS in the pilot region - psychological

Klementyev told that during operation of Goslinuks a number of shortcomings was detected. In particular, there were difficulties with search of drivers for devices.

There are handymen who can find for them, but the matter is that at the organization of purchases it is necessary to test on compatibility of drivers with "iron", - he explained.

Besides, according to Klementyev, "GosLinux" refuses to work on computers with RAM less than one gigabyte, and not all in offices have like those. There were problems and with software compatibility, he told.

In Competence Center "IT+ Sovereignty" is said that the basic software package was created for the solution of standard tasks of executive authorities, and the compatibility of programs with each other, a possibility of their work on the available equipment was defined.

One more problem — "pain and even despair of municipalities - psychological to help people to make this decision and to pass to the new operating system", Andrey Klementyev shared.

Problems with Goslinuks about which, according to media are not listed in the message about this round table on the official portal of Administration of the Vladimir region, the chairman of regional Committee of informatization said. With reference to Klementyev it is only said that from officials a feedback about difficulties of use of new operating systems arrived, about possible errors during the work with the software, "i.e. about all pluses and minuses"^[3]. More specifically it is said in the statement of regional administration about OS pluses: it free and protected.

Positive economic factor of transition to the Russian software – savings from its installation make more than 60%, said in the message of Administration of the Vladimir region without reference to the source of this response. - Operating systems belong to the state and, therefore, free of charge are established on computers, allowing to save not less than 20 thousand rubles at the equipment of one workplace.

In the same place with reference to "technical specialists" it is noted that the simplified Goslinuksa graphical interface involves twice less RAM.

Testing within the project of import substitution will last till April, 2017. The pilot project is free for the state and authorities.

GosLinux OS was developed within the government contract between FSSP and Red Soft company. The FSSP began to implement this OS in 2013 before the nation-wide course towards import substitution appeared.

In February, 2016 the FSSP submitted the application for inclusion of this OS in the register of domestic software, however experts had questions concerning as far as it can be considered as a Russian. As of December, 2016 a system is not included in the register.

The administration of the Vladimir region began replacement of OS in workplaces of employees

On July 28, 2016 the company of Institute of development of the Internet in the field of import substitution of ICT announced the project of replacement of the existing OS by GosLinux in administration of the Vladimir region and under control departments.

Project Tasks

Administration of the Vladimir region began a pilot project of implementation of import substitution of software for government employees by means of replacement of the systems installed with use Linux- a distribution kit CentOS on OS GosLinux.

The project is executed with the assistance of Competence Center of Institute of development of the Internet in the field of import substitution of ICT^[4].

Project Progress

As a basis for implementation of process of import substitution the Linux distribution kit from Red Soft company is selected.

The pilot project affected regional departments:

• committee on informatization,
• management on document flow,
• to management on a citizens' appeal
• committee on youth policy.

Administrations of municipalities took part in the project:

• city of Murom,
• Melenkovsky district,
• Suzdal district
• BUT (the closed territorial education) Iridescent.

On Goslinux started different workflow systems (including exchange with the tax inspection, the Pension fund, Federal Treasury), reporting system on budget implementation, tax statements, the ZAGS system, etc.

As the office suite it is used LibreOffice. On GosLinux started "1C Accounting" and (via Windows API the Wine emulator) base of the legal documents "Consultant Plus". The state system of authorization of citizens - a Unified identification and authentication system it was started by means of a special plug-in.

Project Results

Based on implementation project participants noted a shortcoming - lack of the single software solution capable to be started "from a box": periodically there is a need of completion of this or that software, including there are compatibility issues of the application software and the hardware. Also the "psychological" problem at users when from a familiar system they switch to new information environment affects. Possibly, it is necessary to organize retraining of specialists for work with GosLinux.

Audit of import substitution of software will begin with the Vladimir region

The Competence Center (CC) "Internet plus sovereignty" created at the Institute of Development of the Internet (IDI) will carry out an inspection of IT infrastructure in buildings of administrations of four cities and two settlements of the Vladimir region. Further it is going to book similar audit in all Russian regions, Izvestia with reference to the director of the Central Committee Anna Meshcheryakova reports.

Within two days specialists of the center will carry out a complex inspection of the software and the equipment used by administration. According to Meshcheryakova, due to the lack of necessary financing the hardware is not going to be replaced with the Russian analogs yet. Let's remind, Minpromorg submitted the draft resolution, the radio-electronic equipment of foreign production limiting state procurements.

Based on audit the Russian software solutions compatible to the available equipment will be picked up. After conducting check specialists of the center together with officials will develop the budget on import substitution of software and will offer software packages with products from several domestic developers.

Pilot audit in the Vladimir region will help to create model of transition to use of the Russian software which will be applied to assistance to other regions in questions of replacement of the software, planning of the budget and training, Meshcheryakova noted.
