On June 18, 2020, it became known that the ongoing trial from December 2019 between MINISTRY OF INTERNAL AFFAIRS and "" T-Platforms is associated with the agency's dissatisfaction with the performance of 9348 purchased several years ago computers on domestic processors "," Baikal-T1 which escalated into a requirement for the supplier to replace the equipment. Disagreeing with the conclusions of its customer, T-Platforms, the parent structure of the developer of the controversial chips, filed a petition for the appointment of a forensic computer-technical examination.
In early June 2020, the ministers of Themis satisfied him - "in order to comprehensively, fully and objectively study the circumstances in the case, to clarify the issues that arose during the consideration of the case that require special knowledge." In accordance with the decision of the Arbitration Court of Moscow, the examination will be carried out by specialists of the Institute of Software Systems. A.K. Aylamazyan RAS.
The organization was chosen because it has the necessary technical equipment and special laboratory conditions, as well as special technical skills and competencies of experts. The institute has a laboratory equipped with "certified measuring instruments that may be required to carry out such work." The cost of the examination will be 960 thousand rubles. The court ruling separately spelled out a warning for experts about criminal liability for giving a deliberately false conclusion.
Problem computers were transferred by "T-platforms" to the Ministry of Internal Affairs as part of deliveries under two thematic contracts of 2016-2018: the basic, whose execution was interrupted, and the additional, concerning the underdelivered equipment for the first. Their total amount amounted to 357.1 million rubles. This project cost freedom to the general director of T-platforms Vsevolod Opanasenko and the former head of the communications department of the IT department, communications and information protection of the Ministry of Internal Affairs Alexander Alexandrov, who were arrested in March 2019. They are accused of fraud committed by an organized group or on an especially large scale, which is punishable by imprisonment for up to 10 years. After a year in custody on March 18, 2020, both Opanasenko and Alexandrov were sent under house arrest for three months. On June 11, 2020, after the end of the investigation, a trial began against them. The next meeting will take place on July 10, 2020.
As noted in CNews, the details of the published court decision on the appointment of an examination essentially confirm the reliability of the copies of the pre-trial claim of the Ministry of Internal Affairs to the T-platforms that were walking on the Internet back in October 2019. In this document of September 9, 2019, signed by the Deputy Head of the Department of Organization of Logistics of the Ministry of Internal Affairs A.V. Trofimova, it was noted that the warranty life of the goods is 36 months from the date of acceptance.
"It was established that the delivered product does not meet the requirements of the contract, namely, the operating clock frequency does not meet, there is no possibility of expanding RAM and the possibility of using active cooling. The identified shortcomings impair the performance of terminal devices... In connection with the above, I ask you to replace the goods within the time frame established by the contracts. Otherwise, the Ministry of Internal Affairs will be forced to apply to the arbitration court for the protection of violated rights, " stated in the claim of the MVD |
Based on the latest court ruling on the appointment of an examination, the Institute of Software Systems was asked "in the revision of the defendant": whether the supplied equipment meets the requirements of the terms of reference for contracts. Specifically, we are talking about the maximum operating clock frequency (obviously the processor, although this is not directly indicated), the possibility of expanding the operating (as in the text of the court decision) memory to 8 GB, the possibility of using active cooling, the presence of a PCIe Generation 3 x 4 interface.
As the general director of the Baikal Electronics company (developer of the Baikal line) Andrei Evdokimov said in a conversation with CNews, as far as he knows, a rather controversial, in his opinion, technique was used when measuring the processor frequency.

At the same time, Evdokimov notes that the frequency of the Baikal-T processor is not static, but changes dynamically, depending on the load and at some point may be lower than possible.[1]
2018
Second chance for Baikal developers
In the spring of 2018, the Ministry of Internal Affairs could not find an alternative supplier of computers based on domestic Baikal processors. Interrupting the execution of the contract and refusing the services of the Baikal developers represented by the T-Platforms company, the ministry restarted a multimillion-dollar tender for the supply of equipment, but the only contender for the contract was again T-platforms.
It was they who were determined by the winner of the tender and, according to the terms of the terms of reference, will have to transfer 7511 automated workplaces (AWS) to the Ministry of Internal Affairs as part of a terminal device, monitor, keyboard and computer mouse[2] to[3].
Trial with T-Platforms because of computers based on Baikal processors
At the end of January 2018, T-Platforms filed an appeal against an earlier court decision that allowed the Ministry of Internal Affairs to refuse to buy a significant part of the computers that were to be delivered to the department under a contract with the company. Information about this was published in the file of arbitration cases. The appeal is scheduled for February 20.
The contract, due to which the supplier and the customer reached the court, was concluded in November 2016 and involved the supply of 9348 automated workplaces to the Ministry of Internal Affairs on Baikal-T1 processors for a total of 357 million rubles.
It follows from the decision of the court of first instance that T-Platforms were unable to provide the customer with all the required equipment within the established time frame. A partial supply was carried out: the Ministry of Internal Affairs received 1,837 computers worth 71 million rubles.
The remaining 7511 computers of the Ministry of Internal Affairs refused to accept, motivating this by failure to fulfill the delivery dates, which, according to the Civil Code of the Russian Federation, are considered an essential condition of the contract.
In September 2017, T-Platforms went to court with a lawsuit demanding that the Ministry of Internal Affairs accept the remaining computers and pay 286 million rubles for them. The court, however, dismissed the claim in December, finding failure to meet delivery deadlines to be sufficient grounds.
The representative of T-Platforms, Elena Churakova, then explained that the deliveries had failed, because the Ministry of Internal Affairs delayed the advance and did not give the company the information necessary to fulfill the contract, the[4]. According to her, T-Platforms were even offered to pay fines and penalties for late delivery, but this did not happen due to a special clause of the contract prohibiting acceptance after the expiration of the contract.

Development of electronic queue system on Baikal-T1 processors
At the end of December 2016, the Ministry of Internal Affairs chose the developer of the electronic queue system, which will be created using the domestic electronic component base and installed in the departments of public services Procurement[5].
The customer of the system was the "Scientific and Production Association" Special Technology and Communications "of the Ministry of Internal Affairs of Russia. Three companies submitted their proposals for the competition - Philosophia.IT, DIIP 2000 and Independent Test Center - Spetstest.
The application of Philosophia.IT was victorious, which offered not the lowest contract price (197.5 million rubles), but was ahead of other participants in terms of the degree of elaboration of technical proposals.
Philosophii.IT has until December 15, 2017 to design and develop a standard set of electronic queue system for 330 departments of the Ministry of Internal Affairs in the regions of the country. The kit shall include electronic boards for displaying the electronic queue number (2500 units), 500 displays for general display of the electronic queue, 500 terminals for interaction with the visitor, 500 AWS for processing the electronic queue, as well as 400 switches, software and documentation.
The terminal for interaction with the visitor and the workplace for processing the electronic queue should be built on the basis of the AWS with the Baikal-T1 processor. All hardware included in the standard set shall be manufactured in the territory of the Russian Federation. The software required for the operation of a typical kit shall be based on the SOP.
As for the reliability of a standard set, according to the documentation, the full average service life before decommissioning should be at least 3 years. At the same time, it must work continuously 7 days a week, 24 hours a day, 365 days a year.
T-Platforms Contract
In early October 2016, the Ministry of Internal Affairs announced an auction for the purchase of computers for accepting theoretical exams for a driver's license. The initial purchase price was 357 million rubles[6].
In November, a protocol was published according to which only one application was submitted for auction - from the T-Platforms company. Her proposal was recognized as meeting the requirements of the purchase. The auction itself was declared invalid.
In the same month, the Ministry of Internal Affairs and T-Platforms signed a contract.
As part of the purchase, the Ministry of Internal Affairs planned to get 9348 computers based on Baikal-T1 processors. Based on the purchase price, the cost of one PC comes out about 38 thousand rubles. Each kit shall include a terminal device (processor with a clock frequency of at least 850 MHz, 2 GB of DDR3 RAM, 6 ports), a USB 23-inch monitor, a keyboard and a mouse. The warranty period shall be at least 36 months.
Delivery directions include 8 branches of the Ministry of Internal Affairs in Moscow, St. Petersburg, Rostov-on-Don, Samara, Yekaterinburg, Novosibirsk, Irkutsk and Khabarovsk. The largest parties should be sent to Moscow (1777 computers), Samara (1614) and Novosibirsk (1520).
The term of the contract was set in August 2017.
Plan of guaranteed public procurement of Russian microelectronic products
At a meeting of the government commission on the use of IT to improve the quality of life, held under the leadership of Prime Minister Dmitry Medvedev on April 5, 2016, a draft plan for guaranteed public procurement of Russian microelectronic products was presented (a copy of the document is at the disposal of TAdviser).
The largest consumer of domestic electronics in 2016-2018, according to the document, will be the Ministry of the Interior.
In particular, for 17.2 billion rubles, the Ministry of Internal Affairs intends to purchase 17.2 thousand servers based on Elbrus-4C and Elbrus 8-S processors. The supplier of solutions will be INEUM named after I.S. Brook and MCST.
The construction of the data center, which will house these servers, in 2017-2018 will be carried out by the DCS of the Ministry of Internal Affairs. It is planned to spend another 13.7 billion rubles on this work.
Telecommunications equipment in the data center of the Ministry of Internal Affairs expects to purchase 2.4 billion rubles, choosing contractors during competitive procedures.
In addition, the ministry intends to equip workplaces with 110 thousand Tavolga computers based on Baikal-T1 processors. Their cost, according to the plan, will be 3 billion rubles. The suppliers will have to be the developers of computers and processors - "T-Platforms" and "Baikal Electronics."
Monitors for Tavolga, the Ministry of Internal Affairs expects to buy for 1.2 billion rubles, choosing contractors at the competition.
The protocol following the meeting of the legal commission on April 5 states that by June 2, 2016, the Ministry of Finance, the Ministry of Communications, the Ministry of Internal Affairs and other departments that concern the plan for guaranteed purchases of microelectronics should finalize it and submit to the government its financial and economic justification.
