Biography

Was born in Moscow. Graduated from FSB Academy majoring in "law" (1999), Academy of the budget and treasury of the Ministry of Finance of the Russian Federation in "finance and the credit" (2005). Candidate of Economic Sciences.

From August, 1994 to November, 2003 passed military service in security service of Russia.

From November, 2003 to May, 2004 — the leading specialist, the deputy head of department of the international cultural cooperation the Ministry of Culture.

From May, 2004 to January, 2015 the associate director of department of budget policy in the field of the public military and law-enforcement service and the state defense order of the Ministry of Finance.

In January, 2015 it was appointed to the position of the director of the department of audit of public contracts of the Ministry of Defence of the Russian Federation.

2015-2016: Criminal case and court

On October 28, 2016 Ostankino Court of Moscow started consideration of criminal case of Dmitry Nedobor who is earlier discharged of a position of the head of department of audit of public contracts of the Ministry of Defence. He is accused of attempt to get a bribe in the amount of 48 million rubles.

According to the investigators, in September, 2015, in seven months after the Shortage held a position of the director of the department of the Ministry of Defence, representatives of "Research institute of communication systems and management" (NIISSU) which participates in state defense order program implementation addressed to FSB^[1]. They told that the scientific research institute is an applicant for the conclusion of the government contract from the Ministry of Defence on production and delivery of technical means of a complex of a mobile and stationary management system of Special Operations Forces of Airborne troops.

Total amount of the government contract should be 6 billion rubles, the institute prepared corresponding "calculation" and submitted for approval in the Defense Ministry. Without approval of all these materials by department of audit, the conclusion of the government contract is impossible. However, as representatives of scientific research institute said, the Shortage "slows down" approval of documents. And, according to them, allegedly does it specially as at the same time certain intermediary businessmen addressed the head of the economic department of NIISU Roman Pakharenko and asked for approval of "calculation" by department of audit "rollback" in the amount of 48 million rubles.

The shortage using official position of the head of DAGK intentionally made action and failure to act, directed to hindrance of approval of the specified documents on terms of the price of this contract offered to JSC NIISU, including by pronouncement of the conclusion containing extremely unprofitable conditions for JSC NIISU under which the conclusion of the specified government contract is impossible, - believe in GVSU IC RF.

At the same time intermediaries asked that the scientific research institute did not transfer "rollback" by cash, and transferred under the agreement to one private structure to the account to "National corporate bank". On October 15 representatives of institute brought to businessmen the payment order about allegedly transfer of the first tranche in the amount of 2 million rubles then all suspects, including the Shortage, were delayed. Charges under articles of the Criminal Code of the Russian Federation 30 and 290 Criminal Code of the Russian Federation (attempt at taking of a bribe), and to businessmen – under articles of the Criminal Code of the Russian Federation 30 and 291 were brought to the department director (attempt at mediation by transfer of a bribe).

As of October, 2016 all defendants did not admit guilt. Their lawyers said that there are no proofs of fault, and charge is not concretized^[2].
