The Netrika company completed the first stage of the project on development of a regional Uniform State Health Information System Vladimirskoy segment of the region in 2016. In GBUZ VO "Medical information and analytical center" the regional integration bus for health care – a software package which will provide electronic document management between the medical organizations is unrolled. The integrated electronic medical record (IEMR) of the Vladimir region in which the medical documents arriving from information systems of the medical organizations will be stored in electronic form is created.
By 2018 electronic medical records should be created for all citizens insured in the compulsory health insurance system. This requirement of the priority national project "Improvement of Processes of the Organization of Medical Care on the basis of Information Technology Implementation" which was approved on November 8, 2016 by the prime minister Dmitry Medvedev. In 2018 not less than a half of the medical organizations of primary link should have an opportunity to exchange medical information in electronic form.
For the solution of this task in the Vladimir region the regional integration bus on the basis of the platform "was implemented by N3. Health care" Netrika companies. The solution is based on international standards of data exchange and is already used in 10 regions of Russia. Using an integration bus information systems of the medical organizations will be able to exchange data on the medical care provided to patients on the basis of uniform rules for all developers.
Within the project the integrated electronic medical record (IEMR) to which information from all medical organizations comes is created. Doctors in all medical organizations of area will get the IEMK data access. Using the specialized portal the doctor will be able to learn what diagnoses were set to the patient what medicines are appointed what researches were conducted. Further on the basis of an integration bus it is going to create a uniform information resource for doctors and patients with a possibility of authorization through a Unified identification and authentication system and access through the portal of state services.
"Data exchange between medical information systems and steady integration with federal services are those tasks which to us the integration bus will help to solve. I want to note that the solution is deployed in MIAC of the Vladimir region, but not in 'cloud'. Data are stored on our servers and will be available anyway, irrespective of existence of supplier contracts of information systems to the medical organizations", – Maria Degtereva, the director of GBUZ VO "Medical information and analytical center" notes.
