Rostec will create a management system for finance and purchases on 1C

The automated control system for financial and purchasing activity Rostec is going to create on the basis of standard customizers of software "1C:Enterprise 8" in the 1C: Holding Management configuration. The state corporation is ready to spend one million p545 for it. The contractor for accomplishment of the corresponding works will be selected within the tender passing now in a tender format electronically^[1]

As it appears from the documents posted on the website of state procurements, as applicants for the contract the Croc company and "1C Research and Production Center" — absolute "subsidiary" of 1C Company acted. The price offer of Croc made p538.8 of one million, 1C — one million p480. Rostec intends to sum up the tender results on January 16, 2017.

Scope and borders of a system

The press service of Rostec reported to CNews that now the state corporation for management of activity in the field of finance and purchases uses several different systems. "Now the single automated system which consolidates all data is created and will allow to optimize workflows — interlocutors noted. — Also it will provide the maximum information security of all data".

In the technical project of the tender it is specified that the created single system should cover in Rostec processes of management of financial flows and liquidity, management accounting and budgeting, contract management and purchasing activity.

As it is possible to understand from the tender documentation, a new system will add one already existing and one created in state corporation the financial accounting systems: "Uniform corporate treasury" and "Collecting and consolidation of the financial plan of income and expenses".

By data from open sources, the first of them was created in 2014-2015 based on the solution of CFT corporation of Center of Financial Technologies (CFT) company. The second should enter commercial operation in 2017. It is built by one of "subsidiaries" of Rostec — RT-Inform company, performing the project on the basis of a domestic technology platform of BarsUP.Designer of the BARS Group company entering into "The national center of informatization" of Rostec.
