AT Consulting missed the large contract of Sberbank for creation of "A cloud of data"

At the beginning of March, 2017 the Sberbank of Russia selected software developers for three automated systems - "Analytical data storage", "A cloud of data" and User BI. Tender consisted of six lots and all of them were played. However, in April the tender committee of bank partially reviewed results of this purchase. In particular, results on one of lots connected with software development for "A cloud of data" where a winner was the AT Consulting company were cancelled.

In April, 2017 the bank announced separate competition on this lot. The starting price of the contract was 227.9 million rubles, i.e. equaled to the amount which is earlier offered AT Consulting.

In May it became known that 4 applications from the companies "Jet Infosystems", "Team Force Management", "Philosophy. IT" and AT Consulting were submitted for tender. Their consideration and the assessment it was carried out in June. Offers of the first two companies were rejected due to the lack of required experience.

Among the remained companies the greatest number of points was received by the request "Philosophy.IT". However, according to the interlocutor of TAdviser familiar with activity of this company, it is friendly in relation to AT Consulting.

Taking into account additional negotiations on optimization of cost the total price of the contract with the winner was 213 million rubles.

The contractor of the project on creation and modification of software for "A cloud of data" should update system architecture, to develop and configure software for data management on Hadoop, to create tools and procedures for quality check of data, to prepare the project documentation. Besides, tasks of the winner of competition include development of different ETL procedures and optimization of their performance.

Approximate amount of works is 7,900 persons/days. The duration of the agreement – 2 years.

At the beginning of March, 2017 the Sberbank of Russia summed up the results of an open competition on development and modification of the software within development of three automated systems by 6 functional areas.^[1] In particular, is an automated system of an analytical data storage (AS of AHD), AS "Cloud of data" and FP "User BI" of an automated system "Visualization of the reporting".

Purchase was divided into 6 lots:

• Lot No. 1: Design and creation of show-windows, a semantic layer of an analytical data storage of AS of "AHD" – no more than 48.998 million rubles including VAT;
• Lot No. 2: Data integration, development of ETL processes of an analytical data storage of AS of "AHD" - no more than 31.816 million rubles including VAT;
• Lot No. 3: Loading of sources, data integration, development of ETL processes of the Cloud of data of AS "A cloud of data" - no more than 247.684 million rubles including VAT;
• Lot No. 4: Design and creation of show-windows, a corporate data model of the Cloud of data of AS "A cloud of data" - no more than 214.351 million rubles including VAT;
• Lot No. 5: Carrying out pilots and technology researches of the Cloud of data of AS "A cloud of data" - no more than 21.839 million rubles including VAT;
• Lot No. 6: Data visualization, development of ETL processes, data models, design and development of interactive analytical panels of a system of visualization of the reporting of FP "User BI" of AS "Visualization of the reporting" - no more than 35.312 million rubles including VAT.

The total initial cost was 600 million rubles.

By consideration of requests of participants of tender the cost of execution of works had the largest weight (50%). The remained evaluation criteria are the structures of project teams (developers, analysts, architects and so forth) of which from 5 to 15% of the amount of scales of all criteria were the share.

The protocol of opening of envelopes was published on January 20. Then it became known that applications for different lots of tender were submitted by 13 companies:

• ATK consulting group,
• "ITs I-Teco",
• "Date Integreyshn Software" (DIS Group),
• Jet Infosystems,
• EPAM Epam,
• Lanit,
• FB Consult,
• GlowByte Consulting,
• "Technoserv of AS",
• Teradata,
• Techno Diasoft.

On the first lot the greatest percent of decrease (5%) was recorded at AT Consulting, on the second – at DIS Group (10%), on the third and fourth (the most expensive lots) – at Techno Diasoft (11%). The greatest number of requests arrived on the fifth lot - carrying out pilots and technology researches of a cloud of data. Here among nine participants the maximum percent of decrease showed Technoserv - 40%. On the sixth lot the greatest decrease is mentioned at FB Consult company - 30%.

During consideration of requests it became clear that most the companies has no required experience or qualification falls short of necessary values.

On lot No. 1 the requests GlowByte Consulting (there is no 1 certificate and the status of the partner of Teradata) and AT Consulting were rejected (there is no 1 certificate and required experience). Accenture and Teradata companies were allowed, the last got a victory. The total cost of works remained at the initial level - 48.998 million rubles.

On lot No. 2 five of six requests were rejected. There did not pass offers of GlowByte Consulting (there is no status of the partner of Informatica company), DIS Group (there is no required experience), Teradata (there is no required number of certificates), Technoserv (there is no required experience and the necessary number of certificates), AT Consulting (there is no required experience). As a result got a victory the only allowed participant - Accenture companies. The total cost of works was reduced to 31 million rubles.

On lot No. 3 the tender committee rejected four of six requests. Did not correspond to criteria of admission of the offer of Jet Infosystems (there is no required experience), Lanit (there is no required experience and the partner status), Teradata (there is no required experience) and Techno Diasoft (there is no required experience). Among the allowed participants the greatest number of points was gained by AT Consulting company. The total price of lot was reduced approximately by 20 million rubles to 227.9 million rubles.

Lot No. 4 collected eight requests, however assessment procedure was reached by proposals of only two participants. Requests of Lanit (there is no required experience and the partner status), I-Teco (there is no required experience), Teradata (is absent required certificates and experience), Technoserv (there is no required experience), AT Consulting (there is no required experience), Epam were rejected (there are not enough certificates). GlowByte Consulting and Techno Diasoft companies were allowed. GlowByte got a victory, the cost of works was reduced to 206.8 million rubles.

On lot No. 5 eight of nine offers were rejected. In particular, it is requests of companies "Jet Infosystems", "Lanit", GlowByte Consulting, I-Teco, Teradata, Techno Diasoft, Technoserv and AT Consulting. Was not enough for all of them required experiences. Got a victory the only allowed participant - Epam (21.2 million rubles).

The last lot No. 6 collected 4 requests. However three of them also did not reach assessment procedure. Jet Infosystems and GlowByte Consulting lacked the necessary experience and the required number of certificates. Necessary certificates were also absent in the request FB Consult. To winners there was ATK consulting group, the cost of works was reduced to 33.5 million rubles.

Thus, without contracts there were left such large integrators as Technoserv, Lanit, Techno Diasoft, I-Teco and Jet Infosystems.

Validity period of agreements which will be signed with winners will make 2 years.
