On February 22, 2017 the Tornado Modular Systems company announced installation of a supervisory control system on Ust-Hantaysky hydroelectric power station.
Project Tasks
Upgrade of dispatching office is begun because the existing operational and information complex was operated since 2005, half exhausted the value and did not meet safety requirements. To replace old, morally and, the digital supervisory control system the station comes physically outdated. The manager in real time sees all operation modes of the station, and a system allows to write all actions of personnel and to prevent the incorrect actions (caused by errors of operators, malfunctions in work of technology equipment or external influences) that allows to react quickly to emergency situations in operation of the equipment, to prevent emergency situations. If an old system provided about 250 signals on operation of the equipment, implemented ~ 5000 signals on operation of the equipment of the station.
Upgrade of an operational and measuring complex of the station - a part of the investment project on upgrade of the HEPS as a result of whom till 2021 it is necessary to replace seven hydraulic units.
| We go ahead of schedule, the third unit is already dismantled, and we plan that in September, 2018 we will start PK-3 (Start-up complex No. 3, hydraulic unit No. 7). Besides, in parallel with replacement of the capital equipment also other necessary project — replacement of an automated system of supervisory control by all station is now implemented. It is also important stage in complex reconstruction of Ust-Hantaysky hydroelectric power station which will give us more controllability all processes of power supply. Project Progress
| Qualitatively to manage process, using the new equipment, it is necessary to replace a management system of the top level radically. And our task – to construct actually new dispatcher station of management which would allow at the modern level to display a status of an object and to manage it. Works on upgrade of ASDU on an object are separated into three stages: at the first stage specialists of IAES Ltd design of the operational and measuring complex (OMC) is executed. The complex intends for reliable data acquisition about the current mode of a power generating system, high-performance processing of the arriving information and issue to operation personnel of information on a condition of equipment and abnormal and precautionary messages at the rate of receipt of information. It was supposed that the OIC will provide archiving of the set set of operational information, including data on the mode of power supply system, the taken place events, actions of operators, managers on the specified depth. Together with the producer of the capital equipment of the HEPS the algorithms of internal logic necessary for the correct interface of ASDU and external devices are made.
- at the second stage the Customer organized equipment procurement according to the work documentation, according to drawings of the work documentation elektomontazhny works are performed.
- the third stage of works is implemented for February 26, 2017. During this stage supply agencies of the equipment of ASDU (Tornado Modular Systems and "IAES") conduct commissioning and correction of algorithms in the course of adjustment of ASDU then the equipment will be put into operation.

Project Results
For February 22, 2017 mounting works of supervisory control are finished approximately for 70%, commissioning is begun. In April, 2017 end of the main amount of works is expected. When entering supervisory control all supervision manpower will be transferred to other hall.
| Till 2021 participation of the Tornado in integration of the systems of the reconstructed hydraulic units surely will be required. Also participation of specialists in automation will be required when replacement of switching devices is made (disconnectors and the grounding knives) on ORU – 220 kV. Replacement of block transformers is planned, the project prepares, it is also necessary to integrate signals into ASDU. Project Completion
In December, 2017 the Tornado Modular Systems company announced project completion on creation of an automated system of supervisory control of Ust-Hantaysky hydroelectric power station of the Norilsk power supply system.
The volume of the agreement included supply of equipment, materials, construction and commissioning.
After implementation of ASDU managers of the HEPS will work at a modern main control panel with the videowall and the automated jobs.
On hydroelectric power station large-scale works on replacement of hydraulic units are carried out. At the time of the end of adjustment of ASDU 3 of 7 hydraulic units were replaced with hydroelectric power station.
