"Daughters" IT and Compulink for 1 billion replicate electronic archive of Transneft

The Electronic Archive of Technical Documentation (EATD) of Transneft provides an opportunity for work with electronic samples of documents, storage centralization, access to technical documentation and information search. Project, work, acceptance and operational documentation belongs to the documents which are stored in a system, for example.

The purpose of creation of EATD was quality improvement and reduction of terms of the works performed using technical documentation of the enterprise by its transfer to an electronic format.

2018

Project works

In 2018 the Business Logic company performed works on upgrade of CIS of EHD (the system of electronic document storage).

2017

Replication and upgrade

At the beginning of May, 2017 Transneft summed up the results of five requests for proposals on replication of the "Electronic Archive of Technical Documentation" (EATD) system. The aggregate value of these purchases exceeded 1.1 billion rubles.

Transneft will spend more than 1 billion rubles for replication and upgrade of electronic archive of technical documentation

Within the project the EATD system should be replicated in seven companies of Transneft and is upgraded in 16.

The first lot provided implementation of electronic archive in Transneft — Siberia, Transneft — Western Siberia and Transneft — Kozmino Port companies. The initial cost of the agreement was 565.2 million rubles^[1]. The victory was won by USP Compulink company, having beaten down the contract price to 559.7 million rubles.

The second lot assumed replication of EATD in "Transneft – Upper Volga" and upgrade of this system in Transneft — Baltika, Transneft — the Central Siberia, Chernomortransneft, Transneft — the East, Transneft — the Far East, Transneft — the Urals, Transneft — Prikamye and Transneft — Privolga companies. Its initial cost was 142.7 million rubles^[2]. Here the Business Logic company (enters into IT Group) got a victory, the cost of the agreement was reduced to 141.5 million rubles.

Within the third lot a system should be installed in "Transneft – Primorsk Port". The price of the agreement equaled 129.5 million rubles^[3]. According to the results of consideration of requests also Business Logic got a victory. The total price of the contract - 128.4 million rubles.

The fourth lot with the initial cost of 129.3 million rubles is a replication of a system in "Transneft – the North" and upgrade in companies "Transneft — Baltika", "Transneft — the Central Siberia", "Chernomortransneft", "Transneft — the East", "Transneft — the Far East", "Transneft — the Urals", "Transneft — Prikamye" and "Transneft — Privolga"^[4]. Here the contract received Advanced Systems of Self-service companies (PSS, is included into IT Group). The starting price of the agreement was reduced almost by 1 million rubles.

And the last, fifth lot, assumed implementation in "Transneft – Friendship" for 142.2 million rubles^[5]. Also PSS company got it, the price of the agreement of 141.5 million rubles.

In addition all listed purchases included the requirement about any delivery of the equipment (switches, servers, disk arrays, computing nodes and so forth), the software and certificates of technical support of software.

The period of execution of works varies depending on lot and can be from 370 to 460 calendar days from signature date of the agreement.

Taking into account the above-stated purchases and the agreements signed earlier the total amount of contracts for execution of works on the project of electronic archive of technical documentation of Transneft exceeds 2.5 billion rubles.

In addition to a system EATD "Transneft" develops also other solutions with similar functionality. So, the company uses the system of the electronic document storage (EDS). More than 600 million rubles were invested in its replication in 2014-2016. About 540 million more rubles will be spent for distribution of this system in 2016-2017. In 2016 - 2018 the company in total will pay nearly 700 million rubles for technical support of EHD.

2016

Project works

In 2016 the Business Logic company performs the following works:

• Maintenance and technical support, replication of CIS of EHD (system of electronic document storage)
• Maintenance and technical support of EATD ("Electronic Archive of Technical Documentation" system)
• Maintenance and technical support of the IC EAD (electronic archive of documents)

Technical support and maintenance

In November, 2016 Transneft signed the agreement with Business Logic company on technical support and maintenance of the EATD system. The contract is expected two years, its cost is 722.6 million rubles.^[6]

Project completion on creation of electronic archive

On September 21, 2016 the Business Logic company reported on project completion of creation of electronic archive of technical documentation by request of Transneft. The system designation - process automation of completing, input, storage, search, use in electronic form of technical documentation of the Transneft organizations. In total there are more than 300 types of technical documents. For September, 2016 processing of 18 types from them among which there is a group of documentation of planning, design, construction, diagnostics and operation was automated.

The processes implemented within planning, capital construction of objects of trunk oil pipelines, modernization and development, reconstruction, capital and running repair, diagnostics and operation are involved in automation.

Functionally a system consists of two sections "Management and document storage" and "Scanning and recognition of documents", they are implemented on solutions IBM FileNet and ABBYY FlexiCapture. The contractor in the project is defined within the competitive procedures of public joint stock company Transneft.

The subsystem "Management and document storage" is intended for automation and ensuring processes of operational, long-term storage, search and use in electronic form of documentation with a possibility of access isolation.

The subsystem "Scanning and recognition of documents" implements process automation of scanning and recognition of documentation on paper carriers, with the subsequent export of the obtained electronic data to a subsystem "Management and document storage" by means of technologies of ABBYY. Stream input of documents executes "The center of scanning and retroconversion" IT.

Many production organizations need to provide the centralized access to technical documentation, kind of it was distributed territorially and also to make more effective management of the available information array. The translation of all technical documentation in an electronic form and implementation of an industrial system for electronic storage of documentation will be the most optimal solution of these tasks. Delivery of the scanning equipment

In April, 2016 the delivery agreement of the scanning equipment for replication of information system EATD was signed with KPBS company. Delivery cost^[7] made 26 million rubles].

2015

Project works

In 2015 the Business Logic company performs the following works:

• Maintenance and technical support, replication of CIS of EHD (system of electronic document storage)
• Upgrade, replication of EATD ("Electronic Archive of Technical Documentation" system)

Pilot platforms

Pilot platforms for implementation of archive in February, 2015 selected divisions "Transneft – Baltika" and "Transneft - the Central Siberia"^[8].

Almost for a year of commercial operation of a system in "Transneft – the Baltika" was entered project and executive documentation on 104 subjects of the program of modernization into electronic archive and an overhaul.

Besides, input of documentation of maintenance and repair in branches and at stations, reports on diagnostics of utilities, mechanotechnology equipment, the equipment of automated control systems and also reports on diagnostics and repair of underwater transitions and trunk pipelines was organized.

Approximately for a year of use of archive information volume, being in it, was 184 GB that, by data Transneftm, allowed to save 128,000 standard sheets.

Development, support and replication

In 2015 several tenders for development of "Electronic archive of technical documentation" were held. In July the technical support agreement of a system was signed with IT company. Its cost^[9] made 72.5 million rubles].

In November 2 contracts were signed with Business Logic. The first - worth 379.7 million rubles, provided replication of standard system configuration in companies "Chernomortransneft", "Transneft — the East", "Transneft — the Far East", "Transneft — the Urals", "Transneft — Prikamye" and "Transneft — Privolga"^[10]. Within the second - upgrade of a system had to be carried out. The cost of works was estimated at 48.5 million rubles^[11].

In December, besides with Business Logic company, the agreement on formation of the database of electronic images of technical documentation was signed. Its price was 173.5 million rubles^[12].

2013

Start of the project

In September, 2013 the tender of Transneft for creation of "Electronic archive of technical documentation" was won by IT company. The company offered vypolniti works for 179.8 million rubles^[13]. Information on whether this contract was signed, on the portal of state procurements is absent.
