FTS passes to Windows 10

FTS Russia buys licenses on Microsoft Windows for jobs in departments through the whole country. The results of the corresponding tender with the starting price of 169.9 million rubles were summed up on June 22, 2017.^[1]

FTS buys licenses of Microsoft for 170 million rubles

The IDS Management company which suggested to execute the contract for 166.5 million rubles became the winner of the tender.

In total the customer will obtain over 12 thousand licenses for legalization of the Microsoft Windows Professional 10 operating system (OS) and the same number of licenses of access to Windows Server.

Representatives of tax administration specified in justification of impossibility of observance of prohibition on foreign of software that the operating system should ensure functioning of the application software of FTS without restrictions of functionality and need of its completion. Besides, OS should provide support without restrictions of all the politician implemented in the Centralized control system of access.

The customer uses the solutions working running OS Windows 7 and requiring the following set software and environments of execution: Microsoft .NET Framework 4.0 or above, Java Microsoft Report Viewer 2010 SP1, Runtime Environment (JRE) is not lower 1.7, SAP Crystal Reports, MS Office 2003 and above, than Internet Explorer 8 above. Besides, the system software of components of applied infrastructure of the AIS "Tax-3" includes Windows Server 2012 R2 OS, DBMS Oracle Database 11g and. net Framework environment 4.0.

The tender of FTS for acquisition of licenses of Microsoft though is not among the largest state procurements of software of this developer, but nevertheless is quite large-scale for the state departments. Besides, in difference the project in FTS differs from other large purchases where the wide list of products of Microsoft was delivered, in acquisition of exclusively operating system.

Among other purchases of licenses of Microsoft of 2017 it is worth remembering the tender of the Central Bank. In March the Bank of Russia signed the delivery agreement of licenses of this vendor worth about 3.3 billion rubles.

In 2016 the largest acquisition of software products of Microsoft was recorded in tender of Rosseti. In it the collective participant as a part of companies "Softline Trade" (leader) and Lanit which taking into account the procedure of rebidding, offered the smallest price of the contract - 2.033 billion rubles became the winner. For 1.777 billion rubles of the license of Microsoft bought Rosatom. 1.26 billion rubles for software of the same vendor were spent by Rostelecom.

In 2015 the most expensive tenders for acquisition of products of the American software corporation were announced by VTB Bank (the starting price of the contract - 1.537 billion rubles, the price according to the results of an auction - 1.142 billion rubles), Transneft (the starting price of the contract - 1.423 billion rubles, the price according to the results of an auction - 1.401 billion rubles) and Rosselkhozbank (the starting price - 872 million rubles, the price according to the results of purchase - 859 million rubles).

In 2014 purchases of licenses of Microsoft were more modest. The right to be called the largest purchase of 2014 belongs to the tender of the Ministry of Internal Affairs of the Russian Federation with the starting price of 470 million rubles in which victory was won by LANIT-Integration company, having suggested to satisfy terms of the contract for 456 million rubles.
