Biography

In 1977 he graduated from the Moscow Electrotechnical Institute of Communications.

In 1988 he was educated at Moscow State University

In 1983 he defended his degree of candidate of technical sciences.

In 2006 he defended his doctorate.

The title of associate professor was awarded in 1985, professors - in 2010.

From 1977 to 1980 he worked as an engineer in the research sector at MEIS.

From 1980 to 1982 he worked as a junior researcher at the NIS MEIS.

In 1982 and until 1985 he worked as an assistant in the department of RTS MEIS.

In 1985 he became an assistant professor of the Department of RTS MEIS. He worked until 1991.

In 1991 he became dean of the radio engineering faculty of MTUSI. He worked until 2005.

In 2005, he became a professor at the Department of RTS.

In 2005, he received the position of General Director of NIRIT CJSC.

As of May 25, 2017, Oleg Aleksandrovich Shorin works as the general director of NIRIT Xinwey Telecom Technologies LLC.

2024: House arrest

In August 2024, it became known that the Zyuzinsky District Court of Moscow extended the term of house arrest of the former general director of LLC NIRIT Xinwey Telecom Technology (NXTT STT) Oleg Shorin until September 11, 2024. Shorin, who has been the head of the Russian-Chinese joint venture since 2012, has been under house arrest for five months on charges of abuse of power, which has led to grave consequences.

According to ComNews, the accusation is related to the activities of Oleg Shorin in the company NSTT and JSC "National Institute of Radio and Infocommunication Technologies" (NIRIT), where he also held senior positions. The investigation claims that Shorin's actions led to significant material damage to the organization, which can entail punishment in the form of a fine of up to ₽1 million or imprisonment for up to 10 years.

Shorin was detained on March 11, 2024, and the next day the Khamovnichesky District Court of Moscow chose a preventive measure for him in the form of house arrest. Since then, his arrest has been extended three times. Judge Maria Matveeva, who considered the case, referred to the need for additional investigative actions and noted that the circumstances that served as the basis for choosing a preventive measure have not changed.

Oleg Shorin's lawyer, Zapir Rabadanov, insisted on changing the preventive measure to a less strict one, referring to the serious state of health of his client and the need to care for his sick wife. However, the court rejected this request, citing the risk of obstruction of the investigation.

The story of Oleg Shorin at NSTT began with the promotion in Russia of the McWiLL broadband mobile radio technology developed by the Chinese Xinwei Group. Under his leadership, the company was engaged in the construction of networks based on this technology, but in recent years NSTT has faced financial difficulties, which led to losses and lower revenues.

Along with NSTT, Shorin also owned stakes in several trading companies that are part of the Polar Bear-97 group, which was engaged in wholesale trade and the supply of sports goods.[1]
