Igor was born on May 9, 1971 in the village Guard, the Kirov region.
In 1994 graduated from the Yakut state university of M.K. Ammosov.
In 2000 graduated from the Russian academy of public service under the President of the Russian Federation.
From 1988 to 1993 worked as the investigator of 3 GOM Departments of Internal Affairs of the city of Yakutsk.
In 1994 worked as the legal adviser of YaF of Russian-Asian bank.
From 1994 to 1998 worked as the leading legal adviser, the general counsel of commercial bank of social development Yakutia.
From 1998 to 2003 the acting head of department, the head of department of City administration of Yakutsk of the Sakha (Yakutia) Republic worked as the deputy head of department.
From 2003 to 2007 RS(Ya) worked as the deputy mayor of Yakutsk.
In 2007 and for 2009 worked as the deputy minister of the property relations of the Sakha (Yakutia) Republic.
