2018: Transition to the Russian OS

On September 12, 2018 it became known that the Federal service of the National Guard Troops of Russia (National Guard of the Russian Federation) is going to transfer 30.7 thousand workstations running foreign OS, to the operating system included in the Register of domestic software supervised the Ministry of Telecom and Mass Communications. Data of the tender announced by security officers with the starting price of contract of 60 million rubles demonstrate to it.

Requests from applicants will be accepted till September 20, 2018. Electronic biddings are planned for October 1, 2018. The winner will need to transfer to the customer of the license for the required software till November 15, 2018.

Migration of the National Guard of the Russian Federation on domestic OS in tender documents is explained by need to correspond to the known resolutions and the specifying orders of the Government of the Russian Federation of 2015-2017 limiting admission on state procurements of foreign software.

As noted CNews, in June, 2018 the National Guard of the Russian Federation purchased 867 workstations, having registered an indispensable condition of preset on them of Pro Rus Microsoft Windows 7 OS or later version in tender conditions. Justification of impossibility of use of alternative domestic developments from the Register owing to their mismatch to requirements of the customer was applied to procurement documentation.

On the basis of it in CNews assumed that within the announced tender migration will begin to happen to Windows, however at the time of a material exit in the press service of the National Guard of the Russian Federation did not clear this question of CNews. Also in department did not answer whether migration of OS will affect those workstations which were purchased in June and if yes, that how was succeeded to overcome technical difficulties which formed the basis of justification of uncontested preset of Windows earlier.

As it appears from the documents posted on the website of state procurements in addition to presence at the Register of the Russian software, OS which is required for the National Guard of the Russian Federation should conform to requirements of FSTEC for security not below the third class. Also as a part of OS there has to be a web browser for navigation at the Internet and access to the client software on client-server technology in the terminal mode is implemented. As a part of OS should be software for viewing graphics images and the scanned texts, archiving and compression of files, work with files and the file system, optical character recognition. There have to be means of the organization of uniform space of the users compatible to the Active Directory implementing the centralized information storage about an environment of users and network identification and authentication with single information input.

Also OS should be compatible to the office suite and the browser from the Register certified by means of development and verification of the electronic signature and means cryptographic data protection.[1]

2017: Lack of alternative of use of Microsoft Windows 7 OS

Jobs of officials of the National Guard of the Russian Federation will be equipped with new computers with Windows 7. The corresponding tender with the starting price of contracts of 71 million rubles was announced on May 31, 2017.[2]

For the National Guard of the Russian Federation buy computers with Windows 7

Purchase exercises Control of logistics of the Ministry of Internal Affairs of the Russian Federation. Delivery provides acquisition more than 1 thousand computers, including 867 workstations complete with monitors, 150 monoblocks and 146 notebooks.

Workstations should be equipped with the 2-core processor with clock rate not less than 2.5 GHz, the drive on 500 GB and 4 GB of the RAM. At the same time, the motherboard should contain 4 DIMM slots and support not less than 64 GB of RAM of DDR4 standard. Also available there have to be 6 USB 2.0, 8 ports of USB 3.0 and 1 ports USB 3.1 port type C. the 23-inch monitor should support Full HD resolution.

The monoblock with the 23-inch screen should be constructed based on the 4-core processor with clock rate not less than 2.2 GHz. In its structure there has to be a hard drive on 2 TB, 8 GB of RAM and the graphics adapter from 2 GB of video memory.

Notebooks should be equipped with 4-core processors from 1.6 GHz, 4 GB the RAM and the hard drive on 500 GB. The screen size – not less than 17 inches.

On all computers the Pro Rus Windows 7 operating system should be installed, the equivalent is not allowed.

The customer explains impossibility of replacement of the operating system by solutions from the register of domestic software with need of work of such programs as CorelDRAW Graphics, MS Outlook, the GIS "Harmony". Besides, according to justification of the customer all operated infrastructure of server applications is developed under Windows technology.

The requirement of the customer was not met by the domestic systems of the Alt Linux 7.0 Centaur, RAIDIX, Alt Linux SPT, "Alt Linux Kdesktop", the Complex of the analysis of security "Skaner-VS", the special purpose Operating system "Astra Linux Special Edition", the Alt Linux School.

According to Alexey Smirnov, the advisor to director general of BaseALT company, the buyer considered not all OS included in the register, in particular, there is no mentioning of products of BaseALT which in the register 3 positions and all in category "Operating system". "It seems that the buyer looked only at the first page from the OS list in the register", - Smirnov assumed, having added that in justification it is not specified how that is required by the law what specifically the properties provided in terms of reference are absent at software from the register.

Besides, according to him, in the tender documentation there are no specific requirements to runtime environment of the GIS "Harmony". In particular, it is not specified what API the operating system should provide.

Our OS include the wine component providing WinAPI for application programs. From the tender documentation not clear whether there are enough these API, or are required some other, - the representative of BaseALT noticed.

As for need of work of such programs as CorelDRAW Graphics and Microsoft Outlook, according to Alexey Smirnov, in structure of distribution kits both BaseALT, and Aster, included in the register, enter programs with similar functionality. In addition, he considers that the order of the chief of General staff of Interior Ministry Troops of Russia of 10/5/2015 No. 4/1-14090 specified in terms of reference, that on an automated workplace of officials the centralized use of the software of MS Outlook is necessary for providing the automated planning circuit, can not correspond to orders of the Government of the Russian Federation.

It is not sure that this order corresponds to Government decree 1236 and the Order of the Government of 1588 about transition of federal bodies to the domestic office software by the end of 2018, - Smirnov noted.

Having studied the tender documentation, in Rusbitech company, the Astra Linux OS developer, told TAdviser that the software list is defined by internal regulating documents of department and also established practices of application. In total they dictate formats of storage, processings and transfers of documentary information and define requirements to practical skills of employees that assumes now use of products of Microsoft company and the application programs functioning in the environment of Windows OS.

In Rusbitech consider that technically the possibility of import substitution and transition to domestic information technologies exists. The company says that in the presence at the customer of interest can provide the complete solution, functionally compatible to the GIS "Harmony", running operating systems of Astra Linux.

As for normative fixing of the used IT, now in the Russian Federation it is accepted and became effective the packet of regulatory legal acts including both federal laws, and bylaws which directly limit a possibility of application of the foreign software, including, foreign operating systems in the system of public authorities of the Russian Federation. In this regard we hope that in the nearest future departmental reduction of internal local documents in compliance with the current legislation of Russia, including with requirements of FSTEC of Russia for security of information in a part as the created information systems, and separate information security tools - firewalls, operating systems, database management systems, etc. will be provided, - added to Rusbitech.

Representatives of developer Alt Linux OS could not comment on TAdviser justification of failure of the National Guard of the Russian Federation from use of their systems.

The auction for the choice of the supplier should take place on June 26. Delivery of all equipment should take place within 90 days from the date of signing of the contract.

The National Guard of the Russian Federation is formed by the decree of the president in April, 2016. Internal troops of the Ministry of Internal Affairs of the Russian Federation, OMONs, SOBRY, divisions of private security and license and allowing work were its part.

The Ministry of Internal Affairs also prefers computers on Windows 7. So, at the beginning of 2017 the ministry bought nearly 18 thousand sets of the PC with this operating system. At the same time for acceptance of theoretical examinations on driver's licenses department decided to use computers on Baikal-T1 processors. The delivery contract of 9 thousand computers with these processors was signed with T-Platforms company.
