Large constructions are capable to inhale life in the whole industries even in the most difficult times in terms of economy. In days of the Great depression for the USA roads became such project. In Russia – creation of sports infrastructure at first under the Olympic Games in Sochi 2014, and now – for the FIFA World Cup of 2018.

The total costs of preparation for the championship as of May, 2017 are estimated at 643.5 billion rubles. About a third of this amount will go for construction and reconstruction of stadiums. The stadium is not only the arena and stands, thousands of tons of metalwork and dozens of buildings. The stadium is a most difficult complex of engineering infrastructure solutions which share in the total cost can reach 35%.

On average, according to the research AECOM (in last Davis Langdon) published on the website www.building.co.uk in 2004 25% of the total amount of expenses are the share of the engineering infrastructure (EI) of stadium with a capacity of 25000 people.

So considerable demand for AI caused a stir among players of the market. At least, among those who strongly did not burn on projects in Sochi. This time financing of construction from the budget is built much better, issued in the form of advance payments more than 60 billion rubles, as regards projects the requirement to provide bank guarantees is cancelled.

The main applicants for design and creation of engineering infrastructure are the construction organizations and system integrators having the corresponding experience. On the party of the first – experience of creation of "turnkey" sports constructions, the second – new technologies and creation of complete solutions on a joint of "inzhenerka" and ICT.

The geography of the future FIFA World Cup is 11 cities and 12 stadiums. Somewhere there is a construction from scratch, somewhere, as it is admissible, in Moscow – reconstruction, somewhere – upgrade of stadiums. However preparation is not limited to some sporting venues: the corresponding works are conducted on transport, hotel and to other directions. It is clear, that infrastructure for carrying out the Cup of confederations and World Cup 2018 requires relevant and at the same time reliable engineering and IT solutions, the equipment. Naturally, in the Russian market of AI and CB rapid rise is observed. Most likely, after the FIFA World Cup the market of AI "will sink" that cannot be told about the direction of physical security which has every chance to grow due to the need of implementation of additional security systems on sporting venues. Besides it will occur if the legislation will go towards toughening, - Alexey Krasov, the head of the design department of directorate of complex safety of the Asteros group considers.

Requirements of FIFA set a level

Requirements of FIFA to infrastructure of stadiums for holding the World Cup had a great influence on alignment of forces. Compliance to these requirements required serious reconstruction of already existing stadiums. On new objects standards of FIFA were considered already at a design stage.

By these rules the stadium with adjacent objects should occupy not less than 18 hectares, around stadium – the obligatory temporary infrastructure including "a hospitality zone", the media center, pavilions of sponsors, the helipad is unrolled. Also there has to be an equipped parking at the rate of 10 thousand parking places for 60-thousand stadium.

Important point of requirements – ensuring complex security on sporting venues. Are provided in its framework: creation of security perimeter, incoming inspection, tracking of incidents, deployment of dispatching systems, notifications, fire extinguishing and other engineering subsystems.

Among the most difficult requirements of FIFA regarding implementation – ensuring regular power supply within 3 hours for the crucial systems – security and life support of stadium. In the Russian standards such requirements are absent, - Alexey Krasov, the head of the design department of directorate of complex security, the Asteros group told.

In official technical requirements of FIFA it is told: organizers "need to imagine clearly that safety of people will be their first and main priority". It is impossible to ensure safety without the modern intelligent engineering systems.

Estimates of budgets differ much

Money came to the industry, but their exact quantity is known by nobody. Expenses on engineering infrastructure and complex security can be both are selected in separate tenders, and put in large contracts, or in general are sprayed under small agreements. The movement of finance cannot be monitored on the open tender areas, the most part of subcontract works by contractors is not advertized.

According to TAdviser, expenses on AI and CB by preparation for World Cup 2018 will make about 210-220 billion rubles. They on preparation of stadiums and the adjacent territory will be left by about 90-100 billion rubles.

Other means will go for preparation of AI and CB of other objects: the airports, stations, roads, hotels, administrative buildings – all that does not enter the adjacent territory, but it is required for holding the championship.

The polled experts show broad dispersion of estimates which is connected first of all with subjective perception of the framework set by the term "Engineering Infrastructure".

Even value assessments of works on creation and upgrade of arenas of stadiums differ several times.

12 stadiums, seven of which is under construction again, prepare for World Cup 2018, on two there is a complete reconstruction with replacement of engineering infrastructure. On all this about 35 billion rubles will be required. The amount can become slightly lower due to use of cheaper materials and the equipment at regional stadiums. This assessment belongs only to equipment of sports arenas. Costs for creation or upgrade of AI and CB of arenas are comparable with costs for infrastructure of the adjacent territory.

Only for providing requirements of FIFA to stadiums the indicative budget of AI and CB for World Cup 2018 makes not less than 200 billion rubles. Other approach in scoping of allocated funds – to take a certain percent from the general expenditure for holding the championship.

The total costs of preparation and holding an action make about 20 billion dollars. I believe that 30% of this amount will be selected for AI and CB, - Andrey Shiryaev, the manager of projects of directorate of competitive sales of Compulink Group told

One more approach – to try to define a share of works on AI and CB from the total cost of construction and upgrade of stadiums. The last makes about 200 billion rubles.

Engineering works, as a rule, occupy not less than 30-50% of the total cost of construction of the sporting venue. For example, in a case with BSA Luzhniki due to reconstruction of the building the price of directly construction works is rather high, and creation of AI can reach 40%. And about 10% will fall to the share of security from total amount. As for the territory, adjacent to stadium, according to requirements of the Russian standards in the field of the organization of security perimeter the share of systems reaches a mark of 30-50%, - Alexey Krasov, the head of the design department of directorate of complex security, the Asteros group explained.

If to take as a basis special attention of law enforcement agencies and the requirement of FIFA to the objects participating in the actions relating to the FIFA World Cup of 2018, budget volume on engineering infrastructure and complex security is comparable to costs for construction of building constructions and constructions. Integrators work silently

Projects on construction and upgrade of the airports, creation and equipment of stadiums and the infrastructure adjoining to them are well under way. Dozens of IT and the engineering companies participate in them, but before check of operability of infrastructure in practice many contracts are not public.

Some projects on AI and CB within the World Cup 2018 were widely publicized. Asteros is engaged in construction of facilities of infrastructure and system of complex security of the territory of the Olympic Luzhniki complex. Lanit implemented the large project on implementation of the systems of computing, telecommunication and multimedia infrastructure at Otkrytiye Arena stadium. Croc performed works on creation of a system of scoring of a bowl of stadium in the same place.

It is much less than project information at regional stadiums. It is known that Asteros designed infrastructure of Kaliningrad stadium which 13 subsystems including an audiovisual component, a system TV and broadcastings entered.

For providing the high level of security in the main cities of holding the championship infrastructure of the Safe City system connected to network of video surveillance at stadiums, stations and the airports is actively unrolled.

The structure of engineering infrastructure of World Cup 2018 will include the Safe City system which consists of a set of the subsystems aimed at security. It is an electronic recording system with the subsequent tracking of movement of the person over the country, the system of recognition, the watch facility behind the parking and tourniquets, the system of video fixing of all places of control of passing, finding of transport. Besides, the close attention is paid to the organization of points of an emergency communication for all participating cities, the security and disturbing and fire warning, tracking of the hacker attacks on information collection systems, protection of networks, - Andrey Shiryaev told.

The World Cup is a big and serious event not only in the world of sport, but also in the field of engineering infrastructure, the similar action gives a reason to show the best Russian achievements and new developments, to test new technologies. To the middle of 2018 participants of the market of AI and CB got an active financial support from the state and an impulse to development.

After the end of the FIFA World Cup and the Cup of confederations of FIFA of 2017 sporting venues together with all modern ICT infrastructure will be used for holding other large actions. A part of stadiums will be converted and will turn into multifunction complexes in which different sports sections will be open.

According to FIFA, in the territory of a scope of World Cup 2018 stadiums more than 78 million people live. After the end of the championship about one hundred training platforms will be able to accept up to 16 thousand children and teenagers.

Ensuring work of all infrastructure which will remain after carrying out the FIFA World Cup, will in addition demand serious investments into operation, technical support and development.
