7 municipal districts of the Belgorod region use centralized systems of automation of budget accounting on the platform software "PARUS-the Budget 8" according to the SaaS model. The solution is placed based on own infrastructure of Parusnik company — the partner "Parus Corporations in the Belgorod region. Users get access to the software product as service and work with a system by means of Web technologies.
The pilot project of transition to a single system of automation of budget accounting was implemented in Prohorov's area. Here is how Elena Mamatova, the head of department of accounting, the chief accountant of Management of finance and tax policy of administration of Prohorov's region of the Belgorod region comments on results of this project: "Earlier all municipal authorities and administrations of rural settlements of the area kept account in local databases according to own account policy that created difficulties when forming the summary consolidated statements about budget implementation of the area. During creation of a system at the level of the area for short terms regulations of work and accounting policy, uniform for all, were developed and implemented. Employees of accounting note such positive effects from centralization as reduction of manual entry of information, automatic formation of the reporting, quality improvement of information and in general quality of accounting that leads to risk minimization of emergence of errors and their effects. Besides, for us expense reduction on IT in comparison with the total cost of service of the local systems of budget accounting is important".
The centralized system provides accounting of income and expenses, planning of the budget, reporting, exchange of documents with the System of Remote Financial Document Flow (SRFDF) of Federal Treasury. In a project deliverable the transparency of budget processes increased, financial specialists of administrations of municipal districts had an opportunity to control processes of conducting budget accounting by subordinated network and to timely signal accountants about introduced errors.
