Migration on PostgreSQL

In August, 2018 the Department of informatization and communication of Sverdlovsk region announced transfer of EDMS of the regional government from Oracle DBMS on PostgreSQL.

Transition to freely distributed software allows us to find independence of the foreign producer, to reduce costs of the regional budget for purchase and support of the software, - note in department of informatization and communication of Sverdlovsk region.

Executed migration Corus Consulting which made a transfer of EDMS of the region from the Documentum platform on the platform of own development earlier. The company specified TAdviser that in Sverdlovsk region the version of DBMS of the Russian company Postgres Professional is used.

Within the project it was necessary to make replacement of DBMS with preserving of requirements to system performance. According to Alexander Axelrod, the head of practice of EDMS "Corus Consulting", the task in one month to adapt work of EDMS with new DBMS, to develop the procedure of migration, to hold testing and to perform works on EDMS data migration was set for the company.

The fact that works had to be carried out on the same equipment where a system, without use of additional hardware resources and without stopping the system is unrolled complicated a task. Process of data migration took only several hours and already next day after migration the customer confirmed operability of a system, - Axelrod says.

As of August, 2018 in a system the staff of administration of the governor, executive bodies of the government and municipal entities of Sverdlovsk region and also the public budget and state institutions work. In total in EDMS about 5 thousand active users at a total quantity of accounts more than 7 thousand. The saved-up volume of documents exceeded 6 million, and the average monthly gain makes more than 100 thousand documents, apart from instructions and performance reports.

Results of transition to the domestic platform

In March, 2018 the government of Sverdlovsk region announced completion of transfer of EDMS from import on the domestic platform^[1]. In a system business processing of the entering and outgoing correspondence, organizational and administrative, internal and contractual documents are implemented. A system is adapted as for work with electronic documents with a possibility of use of the qualified electronic signature, and for work with paper document revisions with attachment of electronic copies (the scanned images). EDMS is integrated with MEDO and the module "Citizens' appeals".

In the company contractor of the project - Corus Consulting - say that, as well as earlier in Social Insurance Fund of the Russian Federation [1] (project), in new EDMS was not only the functionality of an old system is reproduced, but also a number of new functionality is implemented.

The company told TAdviser that a new system is implemented on components of the open source (OS) and based on own ESM-platform Sputnik. According to the head of practice of EDMS "Corus Consulting" Alexander Axelrod, in the platform Sputnik is used about 200 libraries of Open Source.

On a new solution the region migrated from the EMC Documentum 6.7 platform. It is not the newest version of a product - it was put on the market in 2012. In comparison with it upon transition to a new system a number of indicators improved, claim in Corus Consulting. In particular, speak in the company, were significantly increased the speed of execution of operations with the electronic signature and the speed of work with a document card. Now accomplishment of these transactions takes no more than one second.

Also, the developer claims, within the project requirements to the EDMS hardware were considerably reduced: on the same equipment loading of processors decreased from 80% to 15% that will allow to connect three times more users, than worked at the old version of EDMS, without replacement of the equipment.

The company also reported to TAdviser that earlier in the government of Sverdlovsk region 3000 licenses EMC Documentum were purchased, and the annual value of support of this number of licenses is about $700 thousand. As of March in a system 6 thousand users work already, respectively the cost of support would be about $1.4 million a year. How much support of a new system will cost, in the company could not specify: competition on support is not announced yet, noted in Corus Consulting.

Migration of EDMS became a serious step to import substitution. Before the foreign platform was used. The new software solution is registered in the register of domestic software which conducts the Ministry of Telecom and Mass Communications of the Russian Federation. Implementation of the updated system in municipalities of Sverdlovsk region will become the next stage. Local administrations will be able or to join the regional workflow system, or to integrate systems which are already used in municipalities with EDMS, – Evgeny Gurary, the deputy manager of administration of the governor of Sverdlovsk region said.

Contractor Selection

The government of Sverdlovsk region is going to refuse EDMS based on the Documentum platform and to pass to a new system based on the open source (OS). Results of the corresponding purchase of software and services in July, 2017 were brought by the Ministry of Transport and Communications of Sverdlovsk region which is responsible for informatization of the region^[2].

Three companies took part in purchase with the starting price of contracts of 11.8 million rubles: "Corus Consulting of DM", Bureaucrat and ESM-Consulting. Based on assessment of requests, the Corus Consulting company was recognized by the winner. The total price of the agreement was reduced for 50 thousand rubles.

Structure of the project

The free software should replace the subsystems which are a part of EDMS based on Documentum: subsystems of the organization of basic processes of document flow, creation of analytical and statistic reports, document retrieval, administration, integration with external information systems and a subsystem "A mobile workplace".

In the tender documentation it is specified that in addition to compliance to state policy of import substitution, the migration purposes on new EDMS are expense reduction on maintenance and service of EDMS due to lack of payment of annual technical support of Documentum and an exception of expenses on purchase of licenses of Documentum at connection of new users.

Due to transition to Open Source platform the customer also expects to lower requirements of a system to server resources, to increase EDMS performance, to provide support of the expanded list of browsers including Internet Explorer, Yandex.Browser, FireFox, Chrome, Opera, etc.

The customer does not specify the name of functional software based on which new EDMS should be created in the tender documentation.

EDMS uses the governments of Sverdlovsk region DBMS Oracle. The software database server within the project is not subject to transfer to components of Open Source, said in terms of reference. Prior to the beginning of a stage of works on deployment of the upgraded version of EDMS the customer is going to prepare a new hardware platform. As expected, servers with the system software of CentOs7, Nginx and Apache will be used.

A system based on Documentum in Sverdlovsk region began to be used in 2011 (in more detail about its implementation - in the separate article). It automates document handling in the government and administration of the governor of Sverdlovsk region, executive authorities and municipal entities of the region.

EDMS is constructed on the EMC Documentum 6.7 SP2 platform. It is developed on multilink technology the client-server that is caused by architecture of the Documentum platform. Jobs of users are located in all municipal entities of the region and connected to the EDMS servers using secure channels of communication.

Physically EDMS is set on a cluster from BL Series HP servers using virtual machines of VMware.

The total quantity of accounts of users of EDMS exceeds 5.8 thousand. In a system there are about 5 million documents and over 7 million instructions (reports). In a year about 1.3 million documents are created, and their average monthly gain makes 110 thousand. The total amount of content of documents is about 9 TB.
