AIS MPSC Etla is an information system for automating the full cycle of multifunctional centers for the provision of state and municipal services.
On August 8, 2017, Etlas-Soft announced the final stage of beta testing of version 2.0 of the AIS MPSC Etla (AIS Multifunctional Center for the Provision of State and Municipal Services).
The peculiarity of the system is the presence of the necessary designers that allow MPSC specialists to create services and connect SMEV services without involving a developer.
The AIS MPSC is designed to automate the functioning of the multifunctional center in accordance with the requirements of the Federal Law of 27.07.2010 No. 210-FZ "On the Organization of the Provision of State and Municipal Services" and Resolution of the Government of the Russian Federation of December 22, 2012 No. 1376.
The system helps to solve problems:
- improving the efficiency of the MPSC, the efficiency and quality of the provision of state and municipal services through the use of modern information technologies;
- providing convenience and comfort for applicants when providing them with state and municipal services, reducing non-production costs during their provision by providing services and performing state (municipal) functions in electronic form;
- providing applicants with all the information they need in the provision of state and municipal services, including by ensuring the ability to monitor the requested services;
- reducing the dependence of the quality of work of MPSC employees in servicing applicants on their qualifications and personal qualities by automating the implementation of most formal and expert procedures;
- increase the efficiency of access to information necessary to ensure the performance of MPSC employees;
- eliminating the risks of loss of documents by storing data in electronic format in databases with backup, regularly updated copies;
AIS MPSC Etla is an automated complex. It functions as a whole, but it is possible to use its separate subsystems.
As part of the AIS MPSC Etla 2.0:
- electronic queue (EO) - a complex for managing the flow of applicants, which can adapt to any tasks.
- subsystem of integration with external environment, including:
- information portal
- support for the operation of geographically distributed branches, including offline operation
- system of interdepartmental electronic interaction (CMEV) of the 2nd and 3rd versions
- automated telephone exchange (PBX) - to automate the operation of the full-fledged call center of the MPSC
- Unified Identification and Authentication System (ESIA) is an information system that provides authorized access for participants in information interaction (applicant citizens and officials of executive authorities) to information contained in state information systems and other information systems.
- information and analytical system for monitoring the quality of public services (IAS ICSU).

- service designer - allows you to create, edit and delete services provided within the MPSC.
- expert system - provides advice to applicants on the services provided by the MPSC, in accordance with the questionnaire graph described in the service designer.
- telephone service center - provides information to citizens on the provision of public services and the work of MPSC, advising citizens on public services using the expert system, determining the package of documents necessary to receive public services, providing information on the status of public services, and making an appointment with the MPSC.
- analysis and statistics subsystem - allows you to receive different information about MPSC activities in different slices.
- service provision regulations execution subsystem - provides automated execution of processes implementing the execution of state and municipal services, in accordance with the service settings, starting from preparation of cases accepted by operators (document packages) for transfer to the back office for processing and ending with receipt of the result from SMEV, notification of the applicant and issuance of the result to him. The subsystem allows you to create processes for processing services of any complexity.
The final version of the system is expected to be released in September 2017.
