Moscow buys software of Oracle for half a billion rubles

In September, 2017 the Moscow authorities announced large purchase of the software of Oracle, despite prohibition on acquisition of foreign software. The city government explains that in the capital the most loaded IT systems to which domestic goods do not correspond yet work, Kommersant writes.

The Department of Information Technologies (DIT) of Moscow buys the database management system (DMS) of Oracle for executive authorities of the capital and their subordinated organizations at the starting maximum price of the contract in 480 million rubles. In total 16 names of licenses and six certificates on technical support for a period of up to a year will be purchased.

According to the Russian legislation, state agencies should explain purchase of foreign software. In documentation DIT says that the solution from the register of domestic software on functional, technical and utilization properties does not conform to requirements of the customer.

As the deputy manager of DIT Alexander Gorbatko explained to the edition,  Moscow has the most high-loaded information systems therefore for transition on Russian software, similar foreign on functionality, often is required its completion.

For example, the project on transfer of an electronic document management system took one and a half years, including because of need of preparation of software — he noted.

Commenting on purchase of software of Oracle authorities of the capital, the Deputy CEO of Postgres Professional Ivan Panchenko noted that requirements to the project are specified such that any other product, except Oracle, does not approach. For example, names of the technologies which are a part of solutions of Oracle are mentioned: Fast Application Notification, Zero Data Loss, etc., drew Panchenko's attention.

According to him, such technologies providing fault tolerance and guarantees of safety of data under other names are and in domestic goods^[1].

In the section of "BI" we see the requirement "Support of operating systems for deployment of a server part: Windows/Linux/Solaris/HP UX/IBM AIX". Interestingly, this real requirement or just the OS list supported by software of Oracle? Really for a server part of BI systems in Moscow 5 different operating systems will be used? What it, recognition in own professional unsuitability? Whether the country is ready to pay for this holiday?

Trouble of all these justifications, according to the expert, that the buyer can make any demands, from real to mad. And all of them are equally authoritative. "Actually all this means "our system works at Oracle, and we do not want (we are not able) to change anything. Pay for it, the country", - Panchenko says.

Tender results

At the beginning of October, 2018 the state customer summed up the purchase results. The FORS group company became the winner, it suggested to execute delivery for 458.4 million rubles.^[2]
