  • 193,000+ of cameras on all city, including cameras of external systems of video surveillance.
  • 102,500+ of the cameras it is mounted on entrances.
  • 21,000+ of domestic territories it is equipped with surveillance cameras.
  • 4,000+ of the cameras it is mounted in places of mass accumulation of citizens.

System effectiveness:

  • 31,000+ of addresses on reservation of archives arrived in 2019.
  • 208,000+ of violations in the field of improvement of the city it is recorded in 2019.
  • 4,300+ of crimes, including especially heavy, it is opened in 2019.

At investigation of 70% of crimes the city video surveillance system is used.

2016

The Head Point company entering into Sistematika group took active part in creation of a uniform data processing center (ETsHD) of the city of Moscow.

Project Goals and Objectives

The purpose of the large-scale project — security of the city of Moscow and also monitoring and state management of objects of municipal economy.

It was required to construct a video surveillance system of city scale, having integrated the existing multivendor park of video surveillance systems. Among project tasks:

  • Provide flexible management with access rights for different categories of users:
    • staff of federal public authorities,
    • Mayor of Moscow,
    • representatives of the city administration and municipal management,
    • law-enforcement and executive authorities.

  • Increase efficiency of operation of a system of security of the city of Moscow.
  • Implementation of network of terminal points of video surveillance based on service model within which surveillance cameras and communication channels will belong to telecom operators and the city will receive service in the form of the video image of required quality for providing access to consumers and transfer on storage to the uniform center.
  • Provide monitoring and state management of objects of municipal economy (house adjoining territories, roads, the planted trees and shrubs territories, a water supply system, etc.).

Project Progress

The implemented tasks Head Point company (HeadPoint) within the project:

  • Development of system architecture;
  • Project management of creation and development of IT infrastructure and applied components of a system;
  • Development of the subsystems and ETsHD components providing:
    • authorization and authentication of users;
    • management of the rights and priorities of access for users to means of video surveillance and to functions of a system in real time;
    • recording of actions of the user and information exchange of components of a system;
    • management of the personified desktops of users and house positions
    • control automation by rotary cameras for patrol of the territory and formation of a reporting photo and video content according to the schedule;
    • connection of city and departmental video surveillance systems to ETsHD;
    • maintaining registers of means of video surveillance, register of users, office qualifiers and reference books;
    • support of processes of operation of a system using the technology portal of the Operator of ETsHD.

Results of the large-scale project

  • The uniform center of storage and data processing as a part of which more than 320 servers and 14 PTB are used for placement photo and videoarchives is created;
  • More than 150,000 video cameras of different producers with the resolution of 4CIF/D1 (704х576) and bitrate from 0.5 to 2 Mbps are connected to a system, more than 120,000 video cameras work on service model;
  • It is connected and actively more than 60,000 users of different categories work with a system;
  • In the conditions of city infrastructure face recognition, identifications of cases of the illegal parking, accumulations of people is tested means of video of analytics for determination of the car of numbers of the passing transport;
  • A system is available also to use by citizens at the appeal to city contact center (www.m24.ru/cameras).

Integration of video flows from different video surveillance systems and more than 193,000 cameras:

  • Uniform access to videoarchives irrespective of the place of the physical location.
  • Long-term storage and export of archives on requests of users.
  • Different schemes of connection to the final equipment.
  • Different producers of a video equipment.
  • Connection of a videoborudovaniye for provision of services on service model.

Control of regulations of access:

  • Provide flexible management with access rights for different categories of users.
  • The regulated access to all information.

As the city video surveillance system in Moscow is arranged

The video surveillance system is under construction based on "Service model"

  • The city orders services of video transmission from telecom operators and pays obtaining the video image from cameras in the uniform Data storage center (UDSC)
  • ETsHD is under construction the city by the separate order and performs access functions to video cameras and data archives for users of a video surveillance system
  • Purchase of cameras, installation, setup and the subsequent operation of the equipment are paid by the operator
