Project management in the Leningrad Region is automated based on PM Foresight

On October 9, 2017 the Project Practice company announced project implementation on automation of project activity in the Government of the Leningrad Region. It is planned that in an information system control of governor's projects, priority federal projects, industry projects and projects on improvement of investment-climate will be exercised. All projects are aimed at strategy implementation of social and economic development of the Leningrad Region till 2030.

Development of project management in the area

According to Project Practice, the Leningrad Region is one of the pioneer of implementation of project management. The advanced mechanisms of management in the Government of the region apply since 2015. In the spring of 2016 the project office was created.

Premises and project tasks

As of 2017, in the Leningrad Region more than fifty projects of different orientation, including such socially important projects as construction of regional children's hospital with clinic to Sertolovo and construction of the oncological center in the settlement of Kuzmolovo in the Vsevolozhsk district are once implemented. The largest of the implemented pilot projects is construction of the plant on liquefaction of natural gas in port of the city of Vysotsk. The cost of some investment projects exceeds tens of billion rubles. Successful implementation of each of them demands from officials of careful control of terms, budgets, risks and so forth. It is expected that the automated control system for project activity based on the domestic solution PM Foresight will allow to optimize planning processes and managements of all projects of area.

We expect from automation of project management, first of all, simplification of procedures which required big temporary labor costs earlier and braked work speed. We also already managed to estimate risk reduction, connected with errors of the reporting and different understanding of a situation on projects — the head of the central project office of Administration of the Leningrad Region Evgeny Bumagin told.

It is in the long term going to carry out integration of an information system with the connected processes, first of all, on work with state programs, management of strategy and upravleniyeyu document flow (with an electronic document management system).

Choosing a Solution

To the information management system project activity the customer imposed high requirements. Need of the choice of the domestic IT platform with a possibility of flexible configuration became an important condition of automation. The attention was focused on a binding to strategic objectives of development of the region till 2030. Besides, the possibility of formation of the summary reporting for the leaders of area with a possibility of transfer on federal level was required.

Based on an open competition the solution PM Foresight of Project Practice company was selected. Functionality of the IT platform PM Foresight includes such tools, important for government employees, as: monitoring, analytics, reports, control panels, etc. A system is included into the unified register of domestic software, corresponds to state standard specifications in the field of project management, to key provisions of Resolution No. 1050 of 10/15/2016 "About the organization of project activity in the Government of the Russian Federation".

Project Progress

Works on automation started in August, 2017. It is expected that already by the end of the year officials of area will manage projects electronically.

According to Evgeny Bumagin, as of October, 2017, the command of the central project office can once control all 54 projects for development of area on a system basis, monitor many parameters, including timely warn deviations on terms.
