"The interactive working notepad of precinct election commissions" is developed for the Central Election Commission of the Russian Federation

2019: Development of "Interactive working notepad of precinct election commissions"

The Network Academy Lanit training center (enters into LANIT group) developed for Russian CEC "Interactive working notepad of precinct election commissions" for methodical support of organizers of elections. LANIT reported about it on January 29, 2020. It will allow Russian CEC, to election commissions of subjects and the territorial commissions to lower training costs of members of electoral commissions, to reduce an error probability and to increase efficiency.

The developed service is already used during election campaigns as an interactive help resource. It is the convenient instrument of operational obtaining information for members of precinct election commissions during elections. "An interactive working notepad of UIK" – a modern format of a paper working notepad. For the end of January, 2020 it included 174 instructions and document templates for five election campaigns, in total more than 700 documents.

"The interactive working notepad" can be used both in the mode of a real election campaign, and for the purpose of training - in a format of the interactive exercise machine. He helps to be prepared for elections, provides step-by-step instructions and reminds of obligatory actions of the present day. Besides, service supports library of necessary documents and forms which are autocompleted by data.

There is an active work on implementation of "An interactive working notepad of UIK". Service was used by members of the commissions by preparation and holding a by-election in the State Duma of the VII convocation. Further transfer of all polling precincts (in total about 97,000 in 85 regions of the Russian Federation) is planned for IRB.

The training videos are developed for convenience of mastering of service. They are available in YouTube.

Collecting of a feedback is made for the subsequent development of a resource. Most of all positive responses received functionality which allows to unload the prefilled document templates from members of electoral commissions.

One of the important tasks facing the device – professional training of members of election commissions of all levels, especially local. In an electoral system more than 900 thousand people work. The efficiency of holding election campaigns depends on the level of their preparation. Use of modern technologies and methods of submission of information considerably simplifies learning process of organizers of elections, reduces the probability of commission of errors during election campaigns, told Olga Bobrova, the Chief of staff of the CEC

We hope that "The interactive working notepad" will significantly facilitate work of members of UIK. At elections it is extremely important to remember all algorithm of actions and not to be mistaken when filling documents. Therefore an opportunity previously to be prepared and fulfill business processes in the training mode, and during the campaign to simplify to itself work, using the prefilled forms and checking each step, it is invaluable,

The training center actively cooperates not the first year about Russian CEC on implementation of educational actions for members of UIK for all Russia on elections of different level.

2017: Development of the system of testing for training of members territorial and precinct election commissions through the whole country

The Network Academy LANIT training center developed in 2017 the methodology and testing system for training of members territorial and precinct election commissions through the whole country. The project is implemented within the actions Russian CEC for advanced training of members of territorial and local electoral commissions on elections of different level in 2017.

The testing system works independently and does not require installation on the computer and existence of Internet connection. She supports two operation modes – training and certification – and allows to create schemes of an examination for the different categories tested.

With the subsequent certification of members of the precinct election commissions (PEC) Network Academy developed the methodology for preparation for testing – the collection of test tasks on work of UIK at different stages of election campaigns with standards of answers to them. The correct answers to tests are followed by comments. The vast majority of comments refers to the relevant legislative articles. Some comments rely on the law-enforcement practice which settled in Russia in the industry of suffrage and light the algorithms of actions of members of UIK recommended to the CEC enshrined in normative bylaws Russian CEC and also working notepads and regulations.

Many test tasks are made in the form of situational tasks and contain the description of real cases which members of UIK regularly meet in work. As answers candidate solutions of situations from which it is necessary to select correct are offered. The developed cases are followed by the illustrations containing key parts of a question. Illustrations are executed in modern flat-design style.

After independent training of members of UIK according to the methodology developed by Network Academy it is going to hold testing with the subsequent certification of 96,000 people. Control of a test procedure will be exercised by the specialists authorized by the management of territorial election commissions.
