18 organizations volunteered to explain to the State Duma of a basis of a blockchain and cryptocurrencies

The procurement commission of the State Duma summed up the results of an open competition on the right of carrying out a research of modern financial technologies, including cryptocurrencies on the basis of a blockchain, and their legislative regulation. The relevant protocol was published on October 18, 2017.^[1]

The State Duma needs a research about a blockchain

On tender of the State Duma 18 requests arrived, however the stage of assessment was reached by proposals only of 11 participants:

• Educational and methodical center of high technologies (Penza)
• Plekhanov Russian University of Economics
• Center of perspective economic researches of Academy of Sciences of the Republic of Tatarstan
• Financial University under the Government of the Russian Federation
• International Banking Institute (St. Petersburg)
• Russian Presidential Academy of National Economy and Public Administration
• Lawyer bureau of the city of Moscow "Infraleks" and "KPMG Taxes and Consultation" company
• Nonprofit Partnership for the Development of Financial Market of RTS
• National University of Science and Technology " MISIS"
• Uniform Resource company
• Branch of Partnership "Debevoys Enda Plimtonllp" (USA).

All requests were estimated by three criteria – the price (the importance - 60%), quality (10%) and qualification (30%). The greatest number of points received the offer of Financial University under the Government of the Russian Federation. It also became the winner of competition. The price of the contract will be 1.877 million rubles that is 25% lower than the starting price.

The research which is necessary for the customer, assumes carrying out the informative analysis of the latest financial technologies, including the cryptocurrencies which are released on the basis of technology of a blockchain. In particular, it is required to study premises of their emergence and to estimate their prospects for the Russian financial market.

Besides, within the research it is necessary to carry out contrastive analysis of conceptual approaches, the legal framework and practical experience of the leading foreign states in the field of regulation of use of the latest financial technologies and assessment of a possibility of use of foreign experience in the Russian practice.

In addition the customer asks to reveal effects and risks of implementation of the latest financial technologies for different segments of the Russian financial market and economy in general and also to formulate offers on counteraction to threats and risks of instruments of state regulation.

It is supposed that results of work will be used by the State Duma for formation of legislative initiatives on integration of the most perspective financial technologies, legislative ensuring their development and regulation.

The closing analytical report should be total amount - not less than 7 author's sheets. It is necessary to prepare it till December 10, 2017.
