Rosatom selected the contractor for transfer of support systems of atomic buildings to SAP

The operator of nuclear power plants "Rosenergoatom concern" (is a part of Rosatom) will get rid of historical support systems of capital construction and will implement new – based on solutions SAP ERP/BI. At the end of November, 2017 the request for proposals results on development and deployment of the automated control system for cost and the diagram of construction of the NPP were summed up. The customer was ready to spend 177.5 million rubles for this project.^[1]

Choice of the contractor

The companies IBS ("IBS Examination"), NTsIT "Intertekh" and "BDO Unicon Business of Solutions" became participants of request for proposals. The last offered the smallest price of the contract – 173.8 million rubles. At the same time requests of the first two companies was are rejected by procurement commission.

As a result request for proposals was recognized cancelled. The decision on signing of the contract with the only allowed company - "BDO Unicon Business of Solutions" is made. In addition with it precontractual negotiations were held. Reduction of price of the contract to 170.5 million rubles became their result.

Structure of the project

A new system is intended for planning, monitoring, forecasting of cost and terms of a construction of an object. Besides, its tasks include reporting, the analysis and identification of root causes of a deviation of cost and terms from the set indicators.

Main objective of creation of the solution is increase in efficiency of planning and control and also reduction of risk of exceeding of the set indicators for the ceiling price of an object and terms of a construction.

A system should be created on a software platform of SAP. Its opportunities should substitute in full functionality of the support systems of small caps construction of the IC "BASIS EXPERT" and a LAN of MSO operated in branches which in the subsequent will be taken out of service and are transferred to the mode of archive.

The information system BASIS EXPERT was developed by Atomsoft company using Oracle DBMS. The LAN of MSO is the local monitoring system of a construction of objects implemented on the basis of an industrial software platform of Oracle.

The created solution should be integrated with adjacent information systems for the purpose of obtaining the maximum synchronizable amount of the normalized data for further use when monitoring cost and component analysis.

Integration should be carried out with the following systems:

• The information management system a project portfolio of Rosenergoatom Concern (ISUPP KREA) based on Oracle Primavera
• Estimate software package "Atomsmeta"
• The Automated Control System for Technical Documentation (ACSTD) based on EMC Documentum
• The information system "Automation of Long-term Investment Programs" (ALTIP) based on SAP BW
• Information system of integrated management of cost and terms (TCM NC)

For the accounting systems of the general contractor (IK of "ASE", "Titan-2 Concern", Atomtekhenergo) and also for the management system for a configuration (MSC), and the Information model system (SUID) the conceptual design of integration should be carried out and requirements to the adjacent systems are created and approved.

Pilot implementation of a new solution should be implemented in central office of Rosenergoatom, branch of concern on implementation of capital projects and also on the Kursk and Smolensk NPP. In the subsequent it should be replicated also on other branches.

At implementation and replication the stress testing providing requirements for response time of actions of the user in a system should be executed. Based on testing recommendations about possible increase in high-speed performance including transition to SAP HANA DB should be made.

According to the results of trial operation a new system should be finished and transferred to technical support to Greenatom.

All project works should be performed within 15 months from the moment of agreement signature.

Earlier in 2017 on the Russian nuclear power stations the project of replication the ERP system of SAP came to the end. Based on a single system of SAP ERP in central office of Rosenergoatom, branches and on the NPP control of basic processes, including investments and projects, purchases, stocks, logistics, agreements, management of finance and costs, accounting and tax accounting is exercised. As of the beginning of 2017 in total in concern there were more than 4,500 users of SAP ERP.
