TAdviser Interview: the deputy head of DIT of Moscow Alexander Gorbatko - about transformation of the capital into the unified information system

The deputy manager of the department of information technologies (DIT) of Moscow Alexander Gorbatko within TAdviser SummIT in an interview of TAdviser told on November 29, 2017 about development of digital infrastructure of the city.

Alexander, what is represented today by Moscow regarding informatization?

Alexander Gorbatko: Moscow in fact is already the unified information system in which in electronic form it is possible to receive more than 160 public services and services. We do not stop and we continue to go the way development of "the smart city" that means further integration of information services in different areas of life activity and management of the city.

The main milestones and stages of development of informatization of the capital are stated in the city target program (TP) "Information City" which correlates with the state program "Digital economy".

Main goals of the program are a development of the municipal government due to increase in its efficiency and transparency and also quality improvement of life of the population of the city of Moscow due to large-scale use of the information and communication technologies (ICT) in socially important spheres of management of the city.

By the Information City CPU it is calculated till 2019 and has certain indicators at which achievement we constantly aim.

What stages of transition to digital economy? What, in your opinion, barriers and calls on the way to digital economy?

Alexander Gorbatko: The digital economy is a complex change of a system of public administration, national economy, business and all society in general. Stages of transition to such model should pass all spheres and the industries.

The "road map" of development of digital economy approved by the Government of the Russian Federation includes change of normative regulation (removal of legal barriers for development of new economy), preparation of the new personnel (from development of requirements to competences before start of the general, professional additional education according to new requirements), development of information infrastructure (from determination of a private resource for deployment of 5G networks and placement of DPC to a covering by networks of new generation of all large cities and universal development of broadband access to the Internet), development of information security.

It should be noted that we already at the first stage of transition to new economy. In particular, we supervise questions of training of young specialists for the IT sphere, actively we develop city communication in partnership with cellular operators. We broadcast positive results of our experience on other regions of the country.

Creation of a common information space of authorities where the separation of systems cannot allow will become the next important stage.

Certainly, there are also some difficulties upon transition to digital economy. The first barrier is a human factor, i.e. awareness, ability and a possibility of residents of the capital to consciously use technologies which are implemented. Now we together with the Moscow Department of Education hold big seminars at schools. In the near future to younger generation which already today on "you" with gadgets and with computers, it will not be necessary to explain at all how to use these or those services.

The second barrier is technological limits. We have very high expectations: to technologies, speeds, quality and fault tolerance in services. Already now, together with our partners – vendors and developers, we overcome technological limits. Qualitative information systems are more exacting in terms of security. They need also to pay considerable attention in respect of ensuring working capacity and preserving of those data which we concentrate in the city.

In what do you see perspectives of development of infrastructure of the city?

Alexander Gorbatko: All development of infrastructure today directionally on making city services available to each inhabitant. If to speak about perspectives, then we see them in creation of new computing powers, development and improvement of standards and a communications infrastructure.

All this will allow to implement in the capital the services developed on the basis of advanced technologies, such as artificial intelligence, Big Data, virtual and augmented reality, blockchain, pilotless transport.

It should be noted that already today the city for 90% is covered with 3G networks and 4G, and on development of Wi-fi Moscow takes the second place in the world. We create and we test Internet of Things in the city.

What priorities of DIT in information security field for 2018?

Alexander Gorbatko: It is, first of all, planned work on development of information systems of control of information security. Than more we create systems, especially it is important and difficult to control their integrity, confidentiality, security of the personal data which are contained in them.

We will also continue consolidation of those services and blocks of information security which were created in recent years and help not only DIT, but also other authorities to use correctly information technologies, in a uniform core.
