2019: Technical support of an electronic document management system
From January to December, 2019 ECMGroup.Pro (ESM Group of the Missile defense) performed technical support of an electronic document management system. Federal Agency for Water Resources and ensuring compliance of its functionality to requirements of regulatory legal acts of the Russian Federation regarding exchange of documents in electronic form, development of the solution.
2017
On June 1, 2018 the ECMGroup.Pro company announced implementation of EDMS for the Federal Agency for Water Resources (FAWR).
Except central office and territorial authorities of FAVR in the course of document flow 50 subordinated organizations, executive authorities of territorial subjects of the Russian Federation and public associations also participate.
Premises and project objective
Upgrade of an electronic document management system became a project task. The difficulty, and sometimes and impossibility to find in labor market of specialists with EDMS based on Lotus Notes, and as a result complexity of administration of a system was the main premises of implementation of the platform for EDMS.
After consideration of specifics of a field of activity of the Agency, such as written citizens' appeals, requests for providing information, volume correspondence, command on implementation came in an output that replacement of EDMS based on IBM Lotus Notes on the platform of business process automation Tessa from Syntellect will become an optimal solution.
Project Progress
Implementation, adaptation and start of the Tessa platform were carried out in 3 months.
Thanks to obligatory application AQES (the advanced qualified electronic signature), platform provides with legal force all outgoing documents, including interdepartmental electronic document management (MEDO), citizens' appeals, the memos (M), the organizational and administrative documentation (OAD) and protocols.
During implementation specialists paid special attention to processes of interdepartmental document flow (MEDO):
- acquaintance and consideration of documents and also control of execution of instructions;
- exact following to internal standards of document creation;
- compliance to security requirements;
- coordination of approvals for a large number of users.
Project Results
For the first half a year after implementation it is processed: more than 200 citizens' appeals, about 9000 incoming documents, over 3000 outgoing documents, about 200 memos, the 100th organizational and administrative document, the first ten protocols.
For June, 2018 all outgoing documents go in electronic form (MEDO and e-mail), in rare exceptions paper documents go. As a result of implementation of the Tessa platform, the required functionality which was absent in former EDMS that allowed to simplify administration of EDMS is provided to the Customer. Also the platform increases transparency of actions of users and control of performing discipline that positively influences performance.
