Biography

Malcolm Johnson was born on June 19, 1947 in Trallong, Wales, Britain.

Education: master of natural sciences, bachelor of natural sciences (honors degree), graduated from the university of Wales; the diplomaed engineer; full member of Institute of engineering and technologies.

Knows English also French languages.

Represented Great Britain in many international organizations, including International Maritime Organization, INMARSAT and the European Space Agency.

1988 – 1992 worked in Department of regulations of telecommunication (DGXIII) of the European Commission, being the representative of the European Commission on SEPT and at the European institute of standards of communication (ETSI).

1992 – 2003 worked as the director of the Agency of a radio communication of the United Kingdom, being responsible for activity The United Kingdom in ITU and SEPT." Performed functions of the head or deputy manager of delegations of Great Britain at all world conferences, meetings and ITU advisory groups, since 1992.

In 2002 based group of ITU in the Commonwealth countries and was its chairman till 2006.

In 2003 performed functions of the international coordinator, being responsible for activity of the United Kingdom in ITU and SEPT.

2003 – 2006: went to work in Management of communication (Ofcom) of the United Kingdom at the time of its organization.

2006: Director of Bureau of standardization of telecommunication of ITU

In 2006 it is elected the director of Bureau of standardization of telecommunication of ITU at the Authorized conference of the International Telecommunication Union (ITU).

From 2007 to 2014 the director of Bureau of standardization of telecommunication of ITU. In 2010 it was re-elected as the director of Bureau of standardization of telecommunication of ITU at the Authorized conference of ITU.

During the first term of office sped up work on the following directions:

  • information security,
  • climatic changes,
  • availability of ICT to persons with limited opportunities.

Stimulated participation of developing countries in the development area of standards of ITU.

Implemented free download of Recommendations of ITU-T.

Initiated the program for permission of the main issues connected with concern of developing countries about lack of functional compatibility and compliance to standards of ITU.

Set up closer cooperation between ITU-T and other organizations.

Involved the universities and research institutes in closer cooperation, having initiated holding the annual academic Kaleidoscope conferences in 2008.

Entered paperless office-work into Bureau of standardization of telecommunication.

Promoted broader application of methods of work with use of electronic means by research groups of ITU-T.

2014: Election as the deputy secretary general of ITU

In October, 2014 during the authorized conference of ITU there took place elections of the deputy secretary general. Fight was persistent. Five candidates – from Great Britain, Canada, Poland, Nigeria and Mauritania applied for this position. In the first round, in the morning on October 23, none of applicants gathered a necessary majority of voices (50% of all participants of vote), and the second round was appointed to the middle of the same day. By its beginning it became clear that the representative of Mauritania Fatimeta Mohammed-Salek who gathered least of all voices in the first round (19 of 156), withdrew the candidacy.

The second round also did not define the winner, and the third round of elections was appointed on October 24 to morning. It turned out that the representative of Canada Bruce Gracie who gained the minimum quantity of voices in the second round refused further fight (22 of 171).

The third round also did not bring a victory to any of applicants for a position of the deputy secretary general of ITU. 169 delegations took part in this round of vote, and votes were distributed so: British Malcolm Johnson – 71 voice, the Nigerian Shola Taylor – 51, and Pole Magdaléna Guy – 47 (at a necessary majority in 85 voices).

Article 32 "Special Rules of Procedure of Elections of the Secretary General, Deputy Secretary General and Directors of Bureau" of the General rules of conferences, assemblies and meetings of ITU regulates that if according to the results of three rounds of vote any applicant did not gather a necessary majority, only two candidates who got the maximum number of votes succeed to the fourth round.

Therefore in the fourth round which took place on October 24 at 2:30 p.m. on the Korean time, there passed Malcolm Johnson and Shola Taylor. Ballots in ballot boxes were cast by 168 countries from which 104 voted for Malcolm Johnson, and 64 – for Shola Taylor. Thus, the next four years Malcolm Johnson before heading in ITU of Bureau of standardization of telecommunication was elected the deputy secretary general. By the way, Malcolm Johnson in all four rounds of vote collected more than all votes.

Family

He is married, has the daughter.
