Neolant automated tasks of the state ecosupervision for the Ministry of Natural Resources of Yakutia

The Neolant company in January, 2018 announced automation of a problem of ecological certification, the state ecosupervision and regional ecomonitoring for the Ministry of Natural Resources of the Sakha (Yakutia) Republic. The cost of works on the contract in the Sakha (Yakutia) Republic was 7.2 million rubles.

During the project the company created based on IAS Horizon the information and analytical system (IAS) "Environmental management and environmental protection of RS(Ya)" (PPIOOS RS (Ya)).

IAS "Environmental management and environmental protection of RS(Ya)" solves problems in the field of management of an ecological status of the territory — planning, carrying out and performance monitoring of actions for prevention and reduction of level of negative impact of objects on the environment and also provides instruments of automation of activity when carrying out the state ecological supervision and regional monitoring.

As of January 29, 2018 trial operation and acceptance tests of a system is complete. IAS it is completely ready for replication in other regions of the country.

Key features of IAS "Environmental management and environmental protection of RS(Ya) are:

• Implementation of a full stroke of tasks of the state ecological supervision by preparation, carrying out and processing of materials of control and supervising actions;
• Automation of problems of regional environmental monitoring;
• End-to-end maintaining and use of data – the centralized bank is updated directly in the course of operational work of divisions.

Using IAS "Environmental management and environmental protection of RS(Ya)" it is possible:

• perform collecting and carry out data analysis about state of environment, users of nature and objects of negative impact. IAS accumulates a huge number of information on an ecological situation in the republic:
  • 90 registers of space data contain data on environment objects, on objects of negative impact and users of nature. For example, registers of especially protected natural territories, forest, water, land resources, the data on a status of air and emissions in an atmospheric air of pollutants given about stationary emission sources, subsurface use sections, hydroelectric stations, treatment facilities;
  • cartographic materials — for example, placement of objects of negative impact, border of hunting grounds, areas of dwelling of Red Book animals – are submitted on the portal by more than 120 layers.

• plan actions for control and supervising and educational activity;
• fix holding control and supervising actions and perform processing of the received results;
• plan and perform the activity connected with carrying out chemical analysis researches.

Created by IAS "Environmental management and environmental protection" allows to receive quickly both the space, and analytical information generated in the course of daily activity of specialists of the Ministry and its subordinated organizations. In specially created "Ecological Passport of the Sakha (Yakutia) Republic" portal space data are grouped in thematic sets of cards to simplify to users obtaining information on the interesting objects.

In addition to thematic sets of cards, the developed web applications (modules) are connected to the portal:

• The module "Ecological Passport" provides maintaining data on sources of negative impact on territories of the Sakha (Yakutia) Republic and data on a status of components of the environment.
• The module "State Ecological Supervision" is intended for planning of actions of the state ecological supervision, fixing of results and control of results of holding these actions.
• The module "Environmental monitoring" will allow to automate processes of collecting, storage and management of data on actions and results of environmental monitoring.
• Module "Ecological passport. The analytics" provides display ecological passports of areas and the republic – the analytical data on state of environment which are automatically created according to a system by years.
• The module "Activity of the Ministry" is intended for formation of analytical data by activity of the Ministry and its divisions.
• The module "Personal Account of the User of Nature" provides complex data view about users of nature: passport of the enterprise, allowing documentation, nature protection programs, economic indicators, actions.
