Commissioning of the solution for telemedicine

On December 13, 2018 MegaFon reported that it together with Administration of the Pskov region put into operation the telemedicine solution within a pilot project "The digital region". At the beginning of December, 2018 four medical and obstetrical center (MOC) and also two interdistrict hospitals in Porkhovsky and Opochetsky districts and the Regional vascular center were equipped with special figurative hardware and software systems for rendering the remote help to patients.

Checked readiness of the solution and Denis Matveev, the head of department of digital development and communication of Administration of the Pskov region tested it on himself. Specialists of medical and obstetrical center in the village Slavkovichi of Porkhovsky district removed a heart electrocardiogram. Data according to the results of a research came to interdistrict hospital to the doctor on duty in the automatic mode, then video consultation was carried out.

Now inhabitants of the remote territories should not leave the locality for the sake of receiving first aid. The patient will be able to ask for medical care the specialist in medical and obstetrical center where the paramedic will carry out collecting of analyses and necessary researches using the medical equipment. In a hardware and software system, except the computer and specially developed software, devices for performing spirography, removal of an electrocardiogram, data acquisition about arterial blood pressure and also for determination of level of glucose also enter blood and body temperatures. Data of measurements in the online mode come to interdistrict hospital to the doctor on duty who makes recommendations to the patient and the paramedic about performing treatment. If provided data appeared insufficiently, the doctor can hold additional consultation with the doctor of narrow specialization from regional hospital. Also, the paramedic will be able to come out in case of need to the patient to the house, having taken with himself a complex for carrying out measurements, data transmission in hospital and the organizations of video conference with the doctor.

Digitalization of the sphere of medicine is only one of components of the complex project "Digital Region" in Pskov which is personally controlled by the governor of the Pskov region Mikhail Vedernikov. Porkhovskoy and Opochetskoy areas lag behind on indicators of availability of medical care and life expectancy so far. Therefore they were selected from quality of pilot zones for implementation of telemedicine solutions. Pilot project "Digital region"

On January 31, 2018 the acting as the governor of the Pskov region Mikhail Vedernikov and the director of business development in the state segment and to special projects of MegaFon of Bulangcha Sergey signed the agreement on development in the region of digital economy. The document is designed to combine efforts of business and the state for start of the innovation projects and quality improvement of life of the population.

One of the main directions of joint activity – implementation of a pilot project "The digital region" which assumes implementation of modern technologies to different spheres of public life. "Digital" territories which will include a complex of solutions will be created in three municipal entities – Pskov, Velikiye Luki and Island - within a year.

MegaFon and Administration of the Pskov region agreed about joint development of digital economy

Among the industries in which the innovative solutions will be applied:

• City transport: connection in a single network of all public transport will increase convenience of its use, will ensure big safety of passengers, will allow to manage load of city parkings - to analyze data on traffic of the individual transport and to monitor availability of parking spaces. For regulation of traffic "smart" traffic lights will be implemented – they can be managed from a single platform and also to watch far off a road situation and to adjust it if necessary.
• Medicine: medical institutions of the region will be connected to a single information platform which will allow to systematize record to the doctor and also will provide access to stories of diseases and analysis results of patients.
• Housing and public utilities: for security in the yards and entrances the solution "smart on-door speakerphone" will be implemented. All information from surveillance cameras on an input to houses will register to the cloud storage, and access to the on-door speakerphone will be organized from the mobile device.
• Education: for MegaFon schools will provide the mobile place of the teacher – from his tablet Wi-Fi and the mobile Internet will be available to all class, the teacher will be able to manage the user devices – to display information materials, to control task performance. The solution which can be applied in kindergartens is developed for children of younger age. It will allow to monitor movements of the child based on the compact personal tracker and also to provide access to the territory of educational institution.
• State services: with transition to digital solutions inhabitants will be able to receive all public services electronically and to resolve everyday issues by the appeal to the Uniform center. A feedback with inhabitants can be organized through mobile application. The single digital platform will also allow to simplify carrying out public procurements, to hold tenders and to manage investments into the region.
• Tourism and public spaces: electronic guides to the city will help with navigation to inhabitants and tourists, will transfer information and advertizing messages and in addition to it to collect Big Data about movements in the city for the further analysis.
