Graduated from the Odessa electrotechnical institute of communication of A.S. Popov in "Multichannel telecommunication".
In 1985 - 1994 worked at executive positions in the Surgut district communication hub. Since 1994 – the First Deputy CEO of OJSC Hantymansiyskokrtelekom. Since 1995 held the leading positions in Surguttelecomset company, and in 2000 became the CEO of JSC Surguttel.
In August, 2004 it was appointed to the position of the head of department of communication of Federal Communications Agency, and in July, 2005 - the deputy manager of Federal Communications Agency. Since August, 2007 – the deputy CEO of Synterra Ltd.
