Ministry of Economic Development: We began to implement a blockchain because it is fashionable, and understood that it is necessary

The Ministry of Economic Development began to experiment with technology of a blockchain. About it in March, 2018 at a conference of TAdviser "Day EDMS/ECM" the director of the department of the administration of department Vasily Pushkin told.

In particular, in the Ministry of Economic Development tried to implement on a blockchain process of the organization and carrying out purchases on FZ-44, from the moment of order taking, automatic formation of the protocol directly in a system, checks of payments and providing requests which arrive, until the conclusion and performance of the contract.

In a system the principles of "smart contract" regarding algorithms on actions depending on receipt of events are underlain. And it allows to maintain in parallel registers of accounting on different blocks, such as requests, internal documents - entering personnel, financial and also documents for regulatory authorities which want to see all purchases which are carried out by department.

The technology based on the Corda blockchain platform is implemented.

We began to implement a blockchain because it is fashionable, but when saw how it works at practice, understood that it is necessary. We have many internal registers, local data, dependent from each other, and these registers need to be "tied up" among themselves. And we saw that the technology of a blockchain allows it easily and to make quickly enough, - the representative of the Ministry of Economic Development noted.

In the Ministry of Economic Development of 75 information systems which should be "tied up" among themselves. Creating a separate information block which is tied on a single system, the database in each block is duplicated not completely but only that, as for the separate register. And Pushkin calls difference of a classical blockchain on which the bitcoin, from the last, new developments in the field of the distributed registers is constructed.

Problem with which in the Ministry of Economic Development at implementation of technology of a blockchain, is a quality of registers of internal data and reference books. It is connected with the fact that in department the data management system is not adjusted, Vasily Pushkin explained.

Such problem is characteristic also of other state agencies, and it is one of calls on which the Ministry of Economic Development is going to work. Within the Digital Economy program department stated the separate program for creation of a management system for master data. It would be desirable to come to that all authorities began to publish information on the sources of master data that they could be used as mutual reference books, Vasily Pushkin explained.

Experiment with a blockchain - a part of the general movement Ministry of Economic Development to new understanding of the document. Department wants to avoid understanding of the document as such to data units which are stored in different registers, and configuration of documents from these data units, Pushkin explained.
