Import substitution of the software which gathers the course in Russia in the last several years most often is associated with a push of the state which advances transition to domestic solutions. But sometimes state agencies carry out it and for other reasons. The example of that is the Ministry of HSC of the Ulyanovsk region. In November, 2020 Oleg Markelov, the head of information technology and data protection of the Agency on development of rural territories of the Ulyanovsk region, at an online conference told about experience of department.

According to him, the decision on transition on domestic was made by software not because of the existing regulatory legal acts and recommendations about import substitution, and because of the analysis of a status of software in department and subordinated organizations. Results of own audit showed that almost on all softwares there were no documents confirming its license accessory to the ministry, Markelov says.

Accounting at that time could not find the documents confirming payment, and the sticker in itself on the system unit as the checking employees said, is not confirmation of specific license of the ministry.

As a result the memo addressed to the minister with the description of this situation and the instruction was written that the amount of software which license accessory did not manage to be confirmed is sufficient for criminal prosecution of the head of the organization for copyright violation, follows from Oleg Markelov's words.

It strongly pushed the head, and he allowed carte blanche to make everything so that to bring everything into the correct bed, Markelov says.

Originally installation of domestic software – operating systems – was begun with IT department jobs to understand the possible problems connected with its operation. At first Alt Linux was selected, Markelov tells. It was necessary to communicate much with technical support of the developer, and first the help was useful and fast, but then in use in the ministry were dissatisfied with their work.

As a result department considered other Russian OS and stopped on Aster of Linux. In transfer process of users on it resistance as got used to foreign software was observed, noted Agencies on development of rural territories of the Ulyanovsk region. In particular they were dissatisfied with LibreOffice which is a part of OS. Oleg Markelov noted a problem which was and for the present remains:

It is incompatibility of formats of text documents with our government which, unfortunately, still uses foreign software. The big flow goes in the DOC and DOCX formats. Opening at itself our documents in the government editors 10, 13 versions of MS Office are observed a sjezzhaniye of the text, table parts, - Markelov noted.

This problem induced to look for other text editors and, having tested different solutions, in department stopped on "P7 Office". Sent to the developer notes and wishes on completion of a product which were entered. As of 2020 "P7 Office" is used for 20% of the automated jobs in department.

Making a start from the got experience, we came to a conclusion that its consolidated purchase on all area would be at once the best option of use of office text editor. In this case financing will be regional and one-time that will allow to pass to domestic software with all at once, - Oleg Markelov believes.

  • Ambiguity of understanding of an essence of processes of import substitution in ranks both leadership team, and directly employees of the bottom levels which are responsible for work of information and communication technologies

The external reasons influencing full transition to the fields of use of the domestic software

  • Unavailability of many Internet resources (the websites gosuslugi.ru, Biddings, Purchases) to joint work with the software of Krypto-PRO in operating systems of Linux.
  • Lack of support of work with plug-ins of the majority of modern browsers.
  • Availability of the software products obligatory to use in state agencies, but working only in operating systems of Windows. It is, in particular, "ADC-Finance" for the main managers of budgetary funds, "ADC-Planning", the Single State Information System of Social Security (SSISSS), etc.
  • There is no effectively working mechanism on control of prohibition of acquisition of a computer hardware from (OEM license) preset by the operating system.
  • The cost of the domestic software and computer hardware it is frequent above, than foreign.
  • Some orders and plans in questions of information security and import substitution have advisory nature, so, can not be executed.
  • Low wage of staff of IT departments in public authorities in comparison with average on the region.

Results

  • For identification of actual state of affairs in regions specialized monitoring of accomplishment of solutions and achievements of effective objectives on import substitution should be organized.
  • In regions to create department of search and the analysis of vulnerabilities of open resources of bodies of executive and municipal authority
  • Plans for import substitution not only bodies of federal, but also executive power with the subsequent control of their accomplishment are necessary. Independent state programs in the field of import substitution and informatization in each executive authority are obligatory it is not dependent on specifics of its activity.
  • It is necessary to prohibit to implement or require about implementation or use of information systems, means of a video conferencing and the other software which does not have compatibility with domestic operating systems.
  • It is necessary to enter and support privileges to software developers from the state and also to provide state regulation of the prices of certification of the domestic software in comparison with foreign.
  • In state authorities for information security support one obligatory protected and updated browser with the built-in system of blocking of external feasible codes should be accepted. This browser should be obligatory for visit of the state information resources. Many browsers and everyone under the information system should not propagate.
  • It is necessary to control inadmissibility of use of external codes on the state websites and portals and also to require compatibility of the used software tools during the work with electronic requests and the electronic signature in domestic operating systems.
  • In public contracts upon purchase of a computer hardware or development of systems of a video conferencing and information systems the point on compatibility of an end product with domestic operating systems is obligatory. Accomplishment of this point should be controlled periodically.
