Biography

Alexander was born on January 21, 1959 in Sverdlovsk.

In 1981 got an education in the Ural electromechanical institute of engineers of railway transport in "Electrification of railway transport".

In 1997 got an education in the Ural state academy of means of communication.

In 1999 defended the dissertation on the subject "Determination of Efficiency of Actions for Increase in Level of Informatization of the Railroads" for a degree of Candidate of Economic Sciences. Candidate of Economic Sciences.

In 2005, being the Deputy Minister of Transport, defended the dissertation for a degree of the Doctor of Engineering on the subject "The Organization of Effective Functioning of Railway Transport on the basis of Modern Information Technologies". Doctor of Engineering.

Worked as the electrician of section of power supply, the chief engineer of the Sverdlovsk railroad.

Worked as the deputy, the First Deputy Minister of Railways, the chief of the Sverdlovsk railroad.

Was the director of the department of complex development of infrastructure of the Ministry of Transport of the Russian Federation, the Deputy Minister of Transport of the Russian Federation.

Held a position of the director of the department of the industry and infrastructure of the Russian Government Office.
